Job Description
The Nyamira County Public Service Board is established under section 57 of the County Government Act, 2012. The mandate of the Board includes establishing and abolishing offices in the County Public Service, appointing persons to hold or act in those offices, exercising disciplinary control, and monitoring the efficiency of the service. The Board is seeking to recruit five (5) Members to serve for a non-renewable term.
Responsibilities
Establish and abolish offices in the County Public Service.
Appoint persons to hold or act in offices of the County Public Service and confirm appointments.
Exercise disciplinary control over persons holding or acting in those offices.
Prepare regular reports for submission to the County Assembly on the execution of the Board's functions.
Promote in the County Public Service the values and principles referred to in Articles 10 and 232 of the Constitution.
Evaluate and report to the County Assembly on the extent to which the values and principles are complied with in the County Public Service.
Facilitate the development of coherent, integrated human resource planning and budgeting for personnel emoluments in the county.
Tenure and Terms of Service
Tenure: Six (6) year non-renewable contract which may be on a full-time or part-time basis.
Remuneration: The remuneration and benefits shall be as determined by the Salaries and Remuneration Commission (SRC).
Qualifications and Requirements
Be a Kenyan Citizen.
Not be a State or a Public Officer.
Has not, at any time within the preceding five years, held office, or stood for election as a member of Parliament or of a county assembly; or a member of the governing body of a political party.
Has not at any time been a candidate for election as a member of Parliament or of a county assembly.
Has not at any time been the holder of an office in any political organization that supports candidates for election to Parliament or a county assembly.
Be in possession of a first degree from a recognized university in Kenya.
Have knowledge and working experience of not less than five (5) years.
Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on Leadership and Integrity.
Have demonstrated professional competence and managerial capabilities.
Be a professional who demonstrates absence of breach of the relevant professional code of conduct.
Demonstrate an appreciation of the diversity within the county.
Be able to work under pressure and meet strict deadlines.
Be visionary and strategic in approach.
Have experience in organizational and/or human resource recruitment and development in technical and functional areas.
Be a team player with the ability to network and demonstrate flexibility and adaptability.
