Job Description
The Assistant Stocks Control Officer plays a crucial role in monitoring and controlling stocks for vegetable oil operations within the Oilseeds Asset in Mombasa. The main purpose of this role is to assist the stocks controller in ensuring accurate tracking of all cargo receipts from ship operations, transfers between facilities, and load-outs to clients. This position requires high precision in measurement and recording to minimize discrepancies and ensure contractual and regulatory compliance.
Responsibilities
Stock Monitoring & Control: Accountable for stock keeping at the asset, including updating stock sheets for cargo receipt, dispatch, and transfers. Assist in monitoring ship-to-shore operations and measuring tank stocks to determine outturn.
Discrepancy Management: Track and account for any cargo discrepancies (positive or negative) during receipt, dispatch, or transfer, providing root cause analysis and justifications to management.
Reporting: Ensure timely and accurate sharing of stock reports with internal and external stakeholders. Maintain physical and electronic records of all inspections, dips, and stocks.
Inventory Systems: Update the terminal inventory management system regarding client and customs releases. Manage manual and electronic filing of all release documentation.
Equipment Maintenance: Coordinate the calibration and maintenance of stock measurement equipment such as tank dipping tapes, thermometers, and weighbridges.
Stock Takes: Lead daily, monthly, and annual stock take exercises, preparing final reports for closing out the exercise.
Logistics Planning: Assist in planning daily logistics activities, including product receipt, transfer under storage, and discharge plans for ships to avoid demurrages.
Compliance & Safety: Ensure all operations meet FOSFA and PORAM recommended practices, EACCMA regulations for Customs Bonded Facilities, and LDC safety/environmental standards.
Quality Assurance: Monitor levels and temperatures closely for all products to ensure quality. Implement FIFO (First-In-First-Out) principles.
Stakeholder Coordination: Communicate with vessel crews, surveyors, agents, and customs officials to align discharge sequences and receive releases.
Requirements
Education: Degree certificate in Logistics Management, Warehouse Operations, or a relevant field.
Experience: 3-5 years of experience in a bulk storage terminal, warehouse, or port operations environment.
Knowledge:
Strong background in the food industry.
Knowledge of stock management in manufacturing or logistics.
Understanding of import/export port operations.
Familiarity with Root Cause Analysis (e.g., Fishbone analysis).
Languages: Proficiency in English and Kiswahili.
Systems/Applications:
Terminal Management Inventory & Control Systems.
Customs iCMS system.
Automatic Tank Gauging (ATG) Management Systems.
MS Office (Excel, Word, Powerpoint).
Technical Skills:
Knowledge of Hazard Management and Occupational Health and Safety regulations.
Familiarity with ISO 9001 procedures and internal auditing.
Strong planning and conflict management skills.
