The Senior Principal Engineer (Roads) is a senior-level technical and leadership position within the Machakos County Public Service. The role involves strategic oversight of road infrastructure development and maintenance within the county. The successful candidate will be responsible for formulating policies, supervising complex engineering designs, and ensuring that all road projects comply with national and international quality and safety standards.
Responsibilities
Policy and Regulation: Develop, implement, and review policies, legislation, regulations, manuals, and strategies related to road infrastructure and maintenance.
Project Design and Supervision: Develop plans and designs for road infrastructure; supervise the construction and maintenance phases of these projects.
Standardization: Coordinate the development and review of road design manuals and highway-related technical documentation.
Safety Management: Implement and review road safety engineering programs and risk management plans.
Contract Management: Review technical specifications and contract documents for the tendering and approval of road works.
Studies and Assessments: Coordinate feasibility studies and Environmental Social Impact Assessments (ESIA) to determine project viability.
Quality Assurance: Lead technical and performance audits on completed and ongoing projects to ensure adherence to relevant laws and standards.
Strategic Planning: Prepare Road Sector Investment Programs (RSIP) and design monitoring and evaluation frameworks for infrastructure projects.
Technical Advisory: Provide consultancy and technical advisory services to various MDAs on road-related matters.
Research: Identify research areas and prepare relevant reports to stay updated on infrastructure technology.
Mentorship: Design and review professional development, internship, and industrial attachment programs; coach and monitor staff.
Administrative Duties: Prepare progress reports, strategic work plans, budgets, and targets.
Requirements for Appointment
Must have served for a minimum period of twelve (12) years, with at least three (3) years at the grade of Principal Engineer (Roads) or an equivalent position.
Bachelor of Science or Engineering degree in Civil Engineering, Civil and Structural Engineering, or a related qualification from a recognized institution.
Master’s degree in Civil Engineering, Structural Engineering, Construction Engineering and Management, or an equivalent qualification.
Mandatory registration as a Corporate Member of the Institution of Engineers of Kenya (MIEK).
Mandatory registration by the Engineers Board of Kenya (EBK) as a Professional Engineer.
Possession of a valid annual practicing license from the Engineers Board of Kenya.
Certificate in a Leadership course lasting at least four (4) weeks from a recognized institution.
Proficiency in computer applications and demonstrated professional competence and administrative capability.
