Mombasa County Public Service Board is seeking a Senior Accountant to oversee financial and revenue operations. The role is primarily focused on managing the revenue cycle within a healthcare environment, ensuring efficient processing of insurance claims and maintaining strict financial controls in accordance with public sector regulations.
Key Responsibilities
Manage the entire revenue cycle within a healthcare or public institution setting.
Oversee health insurance claims management, particularly utilizing Social Health Authority (SHA) and NHIF systems.
Ensure all financial activities are in compliance with the Public Finance Management (PFM) Act and county-specific financial procedures.
Utilize Hospital Management Information Systems (HMIS) and other financial systems for tracking and reporting.
Prepare detailed financial reports and analytical summaries for management.
Maintain high standards of integrity and accountability in all financial operations.
Monitor and implement financial controls to safeguard institutional resources.
Requirements and Qualifications
Education: Bachelor’s degree in Accounting, Finance, Commerce, or a related field from a recognized institution.
Professional Certification: Full professional qualification such as CPA (K), ACCA, or an equivalent.
Experience: A minimum of 5 years of relevant accounting experience, with at least 3 years in a senior finance or revenue management role. Experience in a hospital or large public institution is highly preferred.
Technical Expertise: Proficiency in financial systems, HMIS, and advanced Excel for reporting and data analysis.
Regulatory Knowledge: Sound understanding of the Public Finance Management Act and county financial procedures.
Soft Skills: High level of integrity, accountability, and professionalism.
