The National Consultant will provide technical leadership and quality assurance to strengthen the implementation of transformative approaches in security, justice, and governance programming. The role involves ensuring activities adhere to best practices in social norms, behavior change communication, and Gender Equality and Social Inclusion (GESI). The consultant will be responsible for capacity building, designing and facilitating training for IOM staff, facilitators, and beneficiaries, and ensuring GESI perspectives are embedded across training content. Additionally, the role includes providing recommendations for adaptive programming based on Monitoring, Evaluation, Research and Learning (MERL) findings and strengthening networks with government agencies and development partners.
Responsibilities
Technical Leadership & Quality Assurance
- Review and strengthen implementation of transformative approaches in security, justice, and governance programming.
- Ensure activities adhere to best practices in social norms, behaviour change communication, and GESI.
- Develop and apply a Quality Assurance Framework for district-level implementation.
Capacity Building
- Design and facilitate training for IOM staff and facilitators on social norms and GESI transformative approaches.
- Design and facilitate training for programme beneficiaries informed by social norms and GESI transformative approaches, ensuring these perspectives are embedded across a range of training content on security and justice.
- Mentor facilitators, including co-facilitation to model best practices.
- Review tools, curricula, and facilitation guides for alignment with transformative approaches.
Adaptive Programming
- Provide recommendations for iterative adaptation based on MERL findings.
- Contribute to MEL strategy implementation, ensuring progress toward GESI transformation and behaviour change.
Stakeholder Engagement
- Strengthen networks with government agencies, development partners, and women’s rights organizations.
- Share learning on GESI and social norms programming, including GBV prevention.
Performance Indicators
- Evidence that the Nabadaynta programme delivers in social norms and behavior change (particularly on social norms and gender transformative approaches for security and justice programming), GESI and GBV.
- Support provided in design of trainings, delivery and quality assurance of deliverables in social norms and GESI.
- Trainings/workshops designed and delivered to IOM, partners, CSO and/or government entities to strengthen capacity on GESI, GBV, Social norms and behavior change communications.
- Technical support provided to ensure all Nabadaynta programming implementation is guided by social norms and gender transformative approaches.
- Level of support and expertise provided in the design of IOM-led interventions e.g. community policing, Town Halls etc.
- Level of support and expertise advice provided in preparation and delivery of Nabadaynta midterm review.
- Contribution and support provided on implementation of the MEL strategy and quarterly strategic reviews for Nabadaynta in consultation with MERL Advisor.
- Adherence to and performing in accordance with the values and competencies indicated in the TOR of the assignment.
