About the Role\n\nThe United Nations Environment Programme (UNEP) is seeking a Terminal Review Consultant. The Terminal Review (TR) is intended to provide an independent assessment of the project achievements against its expected outputs, outcomes, and impacts. The consultant will use a participatory approach whereby key stakeholders are kept informed and consulted throughout the review process.\n\n### Specific Duties and Responsibilities\n\n- All activities related to the Terminal Review (TR) are to be carried out as per UNEP Evaluation Policy and the UNEP Programme Manual.\n- Utilize a participatory approach to ensure stakeholders are consulted and informed throughout the process.\n- Use both quantitative and qualitative review methods to determine project achievements against expected outputs, outcomes, and impacts.\n- Maintain close communication with the project team and promote information exchange throughout the review implementation phase to increase stakeholder ownership of findings.\n- Perform a desk review of relevant project documentation to determine key data needs.\n- Prepare key instruments (questionnaires, logic models) to collect data through interviews and/or surveys.\n- Review relevant background documentation.\n\n### Qualifications and Special Skills\n\n- An advanced university degree (master’s or equivalent) in environmental sciences/engineering, social sciences, international development, or other relevant area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree.\n- A minimum of 5 years of technical/evaluation experience in projects and programmatic approaches is required. Experience evaluating UNEP and/or Global Environment Facility (GEF) projects is desirable.\n- A good/broad understanding of chemicals or pollution management issues relating to policy development, institutional frameworks, and value chains is desirable.\n- Working knowledge of the UN system and specifically the work of UNEP is desirable.\n\n### How to Apply\n\nInterested and qualified?
