Job Description

Role Overview
Under the overall supervision of the UNODC Regional Representative, ROEA, and under the direct supervision and regular liaison with the Programme Coordinator GMCP Gulf of Aden and Red Sea, the consultant will provide specialized expertise in Maritime Domain Awareness (MDA) and Maritime Communications. The role involves identifying assistance needs, developing specialized curriculum, and delivering technical training across the Gulf of Aden and Red Sea region.
Responsibilities
Coordinate with Gulf of Aden and Red Sea countries, as well as relevant agencies to identify areas of assistance needed.
Prepare training materials specific to MDA and Maritime Communications trainings (including but not limited to MDA Foundation, Analytical and Specialized courses, and Maritime Communications Basic and Advanced courses).
Provide MDA and Maritime Communications technical assistance as required according to the Implementation Matrix planning.
Manage and upload documentation to Basecamp and SharePoint including agendas, attendance sheets, action pictures, individualized feedback or surveys, contact details of the participants, and end-of-activity reports.
Qualifications and Experience
Education:
An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields.
A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced degree.
Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of a degree.
Experience:
At least 5 years of relevant working experience and expertise in a technical environment is required.
Proven experience working in a related field in a difficult/conflict environment is required.
Experience as a police/defense forces trainer is desirable.
Experience of training in an international environment is desirable.
Skills:
Basic IT skills are required.
Display a willingness and ability to work with others and transfer skills is desirable.
