Job Description
PAC Advisors (Priority Activator Consulting) is seeking a Human Resource Officer to lead and manage comprehensive HR functions within a manufacturing plant environment. The role is responsible for the entire employee lifecycle, with a significant focus on industrial relations, union management, and legal compliance within the Kenyan framework. The successful candidate will oversee recruitment, onboarding, performance management, and offboarding while ensuring 100% adherence to Collective Bargaining Agreements (CBAs) and statutory requirements.
Key Responsibilities
HR Department Operations: Oversee the full HR lifecycle, including recruitment, onboarding, performance management, and employee offboarding.
Industrial Relations: Lead industrial relations by managing union relationships and acting as the primary point of contact for union representatives.
CBA Management: Manage and implement Collective Bargaining Agreements, ensuring adherence to terms by both the company and unionized staff.
Disciplinary & Grievance Procedures: Facilitate hearings and grievance processes in strict accordance with Kenyan Labour Laws and company policy.
Payroll Administration: Process monthly payroll accurately, accounting for variables like overtime, shift allowances, and leave days.
Statutory Compliance: Ensure 100% compliance with deductions including PAYE, SHIF (Social Health Insurance Fund), NSSF (Tier I & II), and Housing Levy.
Organizational Culture: Monitor and implement emerging HR trends and best practices to improve retention and organizational culture.
Health & Safety: Coordinate health and safety training and compliance in line with WIBA and OSHA requirements for the manufacturing plant.
Record Keeping: Maintain updated employee records and HRIS data to ensure reporting accuracy for management review.
Requirements and Qualifications
IHRM Membership: Must be a valid member of the Institute of Human Resource Management (IHRM) with a current practicing license.
Experience: Minimum of 5–8 years in HR, with at least 3 years specifically in a manufacturing or processing plant.
Union Experience: Proven track record in managing unionized staff and negotiating/interpreting CBAs.
Legal Knowledge: Deep understanding of the Employment Act (2007), Labour Relations Act, and relevant Kenyan subsidiary legislations.
Education: Bachelor’s degree in Human Resource Management. A Higher National Diploma in HRM is mandatory.
Technical Skills: Practical experience with payroll software and advanced Excel.
Soft Skills: Excellent negotiation and mediation skills with the ability to communicate across all levels of the factory floor.
