We are seeking a Senior Finance Advisor and Analyst to serve as a principal financial advisor to OFA Health leadership on budgeting, financial planning, and resource allocation for USG-funded health programs in Kenya. This role provides strategic guidance on the financial implications of transitioning health assistance from implementing partners to Government-to-Government (G2G) financing mechanisms.
Responsibilities
Strategic Financial Advisory and Leadership
- Serve as a principal financial advisor to OFA Health leadership on budgeting and financial planning.
- Provide strategic guidance on the financial implications of transitioning health assistance to G2G financing mechanisms.
- Support senior leadership in financial decision-making for large-scale health investments.
Financial Analysis, Budgeting, and Costing
- Conduct detailed financial and budget analyses to support program design and funding decisions.
- Analyze cost structures, expenditure trends, and funding gaps across health programs.
- Support the development and review of budgets and medium-term expenditure frameworks.
Government-to-Government Financial Engagement
- Lead financial discussions with Kenyan government counterparts including Ministries of Health and National Treasury.
- Provide technical advice on aligning USG financing with national and county budget processes.
- Serve as a key liaison between USG agencies and Kenyan government institutions.
Fiduciary Risk Management and Compliance
- Identify and assess fiduciary, financial, and operational risks associated with G2G financing.
- Advise on internal controls and risk mitigation measures to protect USG funds.
- Ensure compliance with U.S. Government financial regulations and policies.
Financial Oversight, Monitoring, and Reporting
- Support financial monitoring frameworks to track expenditures and financial performance.
- Review financial reports and audits to ensure accuracy and transparency.
- Prepare financial briefs and decision memos for interagency stakeholders.
Interagency Coordination
- Coordinate with the health interagency team in Nairobi and offices in Washington, DC.
- Provide financial inputs into interagency planning and strategic reviews.
Requirements
- Education: Master’s degree in Finance, Economics, Accounting, Public Financial Management, Public Policy, or a related field.
- Certifications: Professional certifications such as CPA, ACCA, or CFA are required.
- Experience: Minimum 10 years of progressive experience in financial analysis, budgeting, public finance, or fiduciary oversight, preferably in international development.
- Donor Knowledge: Strong working knowledge of U.S. Government foreign assistance financial regulations.
- Stakeholder Management: Experience engaging with government finance institutions and senior stakeholders.
