The County Chief Officer is the administrative head of a County Department, serving as the Authorized Officer responsible for human resource management and the coordination of departmental affairs. The role focuses on ensuring effective service delivery, implementing strategic plans, and maintaining compliance with national and county laws.
Key Responsibilities
Oversee the daily administration and coordination of the respective county department.
Act as the Authorized Officer for the department regarding Human Resource Management functions.
Ensure timely and efficient communication and coordination of departmental activities.
Implement resolutions from the County Executive Committee as guided by the Executive Committee Member (CECM).
Facilitate service delivery through the implementation of established policies and regulations.
Lead the development and execution of the department's strategic plans and sector development plans.
Implement the county performance management system within the department.
Ensure efficient utilization of financial, human, and other resources, including submitting regular statutory reports.
Promote collaboration and partnerships with other county organs, departments, the private sector, and stakeholders.
Support the achievement of goals outlined in the County Integrated Development Plan (CIDP).
Interpret and apply National and County laws to meet the department's objectives.
Ensure compliance with National Values and Principles of Governance as per the Constitution of Kenya.
Job Requirements
Must be a citizen of Kenya.
Possession of a degree from a university recognized in Kenya. A Master’s degree or higher academic qualifications will be an added advantage.
Minimum of five (5) years of relevant professional experience in a leadership position within the public service or private sector.
Demonstrable understanding of the functions, goals, policies, and developmental objectives of County Governments.
Proven leadership and management capacity.
Full compliance with the requirements of Chapter Six of the Constitution of Kenya on leadership and integrity.
