The Head of Finance for CHAMP (Coalition for High Ambition Multilevel Partnerships) is a pivotal role responsible for leading the design, delivery, and monitoring of the Climate Finance workstream. This role ensures coherence between global finance reform efforts, country platform design, and on-the-ground technical assistance, specifically in Kenya and Colombia. The successful candidate will translate global practices into practical recommendations for governments and finance actors while coordinating advocacy on subnational access to finance with key international partners.
Responsibilities
Programme Delivery (60%)
- Lead the design and delivery of the Climate Finance workstream to ensure alignment with global finance reform and technical assistance in Kenya and Colombia.
- Produce actionable analysis capturing enabling conditions for subnational climate finance and translate findings into practical recommendations.
- Organise annual knowledge exchange series for officials, development banks, and funders regarding subnational climate finance access.
- Coordinate CHAMP’s advocacy for subnational finance access, developing concrete "asks" for MDBs and supporting political engagement at international events.
- Support country platforms to allow for subnational participation in governance and pipeline decisions in at least two CHAMP-endorsing countries.
- Coordinate technical assistance in Kenya and Colombia to ensure climate strategies incorporate subnational priorities.
- Capture, synthesise, and disseminate lessons learned from all programme activities.
- Maintain detailed project plans using Asana, including risk registers and mitigation measures.
- Oversee budgeting, contracting, and financial monitoring for the workstream.
Team Leadership and Diplomatic Engagement (40%)
- Develop and maintain strategic relationships with Ministries of Finance, MDBs, and climate funds to influence reform agendas.
- Position WRI and CHAMP as thought leaders through representation at external events and authoring articles.
- Coordinate across WRI workstreams and country offices to integrate CHAMP activities into broader research and advocacy priorities.
- Collaborate with the Head of Governance and Diplomacy, Head of National Action, and Fundraising Manager on strategy and investment partnerships.
- Partner with C40 and GCoM to coordinate technical support and advocacy for subnational finance access.
- Provide strategic direction and guidance to finance managers or analysts within the team.
Requirements and Qualifications
- Education: A degree in a relevant field such as economics, finance, international development, or public policy.
- Experience: International experience in (sub)national climate finance, public finance, development banking, or related fields, with a focus on urban climate investment highly desirable.
- Track Record: Proven history of advising governments or financial institutions on climate finance policy or investment planning with measurable results.
- Institutional Knowledge: Strong understanding of multilateral development banks (MDBs), climate funds, and public development banks.
- Stakeholder Engagement: Experience engaging senior government officials and MDB representatives to build consensus for institutional change.
- Management Skills: Proven programme management skills, including oversight of multi-country projects.
- Communication: Exceptional analytical, writing, and communication skills for diverse audiences.
- Work Authorization: Existing work authorisation is required for candidates based in Kenya; WRI cannot support visa sponsorship for this role.
