The Senior Advisor for Child Protection in Emergencies will be responsible for the technical leadership, strategic development, and quality implementation of child protection programming in World Vision’s humanitarian responses. S/he will lead the development and testing of interventions and technical guidance for CPiE, as well as design and develop proposals to mobilize resources for maintaining or scaling up child protection in emergency programs. The postholder will ensure child protection is mainstreamed in all operations and seek effective collaboration with other sectors to promote integrated programming through deployments to field offices/responses and dedicated technical support.
Key Responsibilities
Technical Leadership and Strategic Development (60%)
- Lead the development, testing, learning, and timely revision of CPiE strategies and approaches in line with World Vision’s Response Strategy and Humanitarian Response Plans.
- Collaborate with other sector teams (food security, education, MHPSS) to support integrated programs for child well-being outcomes.
- Ensure CPiE considerations are mainstreamed into all of World Vision's sector strategies.
- Support the design and development of new CPiE project proposals and concept notes to increase funding.
- Provide technical leadership to CPiE-related case studies, learning reviews, and publications.
- Deploy or offer virtual technical assistance to response/field teams to gap-fill roles and strengthen systems.
Organization and Staff Capacity Building (20%)
- Promote technical excellence in applying internal and interagency minimum standards (CPMS, IASC, etc.).
- Develop contextualized training and guidance materials for staff and partners based on project needs.
- Lead the hiring process for qualified local and expatriate CPiE staff.
- Manage the recruitment and ongoing engagement of the CPiE surge-ready roster.
- Support the establishment of safeguarding mechanisms within the response.
External Engagement and Networking (10%)
- Represent World Vision in the Alliance for CPHA, the Protection Cluster, and other relevant task forces.
- Contribute to the development of Humanitarian Response Plans (HRP) to shape CPiE priorities.
- Build relationships with existing and new donors to explore funding opportunities.
- Coordinate with national and local government ministries to strengthen formal child protection systems.
Assessing, Monitoring, and Reporting (10%)
- Include child protection questions in internal or interagency assessments.
- Conduct regular monitoring and analysis of child protection concerns to inform strategy.
- Support MEAL teams to develop tools for measuring outcomes and building staff capacity.
- Review grant reports and M&E reports ensuring compliance with donor requirements.
Requirements
Education and Qualifications
- Master's degree in Social Work, International Development, Child Development, International Relations, Humanitarian Protection, Human Rights, or a relevant degree.
- Certification or capacity to facilitate trainings in technical packages such as Case Management, Protection Mainstreaming, and Child Protection Minimum Standards.
- A valid HEAT certificate is required (or must be obtained within 3 months of joining).
Experience
- Minimum 7 years of experience in a technical position related to child protection in humanitarian settings.
- Experience mentoring and coaching staff to improve CP technical quality.
- Proven experience in donor-related project design and proposal development (USAID/BHA, ECHO, FCDO, GAC, etc.).
- Experience and understanding of humanitarian architectures, cluster approaches, and funding cycles.
- Experience living and working in a fragile or humanitarian context is preferred.
Skills and Requirements
- Effective written and verbal communication in English; other UN languages (French, Arabic, Spanish) are preferred.
- Physically fit and able to travel domestically and internationally up to 60% of the time.
- Ability to work long hours (often exceeding 12 hours) during the onset of a response.
- Willingness to work in insecure or natural disaster-prone contexts with basic facilities.
