Role Overview
Under the overall technical guidance of UNICEF and the day-to-day oversight of the SADC Secretariat, the consultant will support advocacy, coordination, and knowledge exchange on foundational learning in alignment with SADC mandates and continental frameworks. This role is instrumental in reinforcing regional momentum, coherence, and linkages between SADC, Member States, and ongoing continental initiatives to advance and strengthen equitable, quality education and learning outcomes.
Key Responsibilities
Programme Preparation and Planning: Support the development and alignment of foundational learning programmes within the Southern African Development Community (SADC) region.
Advocacy and Policy Engagement: Strengthen commitment from Member States to foundational learning through strategic advocacy and high-level policy engagement.
Regional Dialogue: Facilitate policy, planning, and financing dialogues at the regional level to ensure sustainable educational development.
Technical Capacity and Peer Learning: Support initiatives aimed at enhancing technical capacity and fostering peer learning and accountability among regional stakeholders.
Coordination and Reporting: Manage regional coordination, documentation of learning, and regular reporting on progress towards foundational learning goals.
Qualifications and Experience
Education: An advanced university degree (Master’s or equivalent) in the field of education (e.g., special education, inclusive education, development). A relevant Master's degree combined with six (6) years of qualifying experience may also be considered.
Experience: Minimum of 10 years of professional experience in education policy, regional engagement, or advocacy within the African context.
Professional Expertise: Strong understanding of foundational learning, education systems, and regional policy processes in Africa.
Stakeholder Engagement: Proven experience working with African education ministries, regional economic communities (RECs), governments, or multilateral institutions.
Institutional Familiarity: Previous experience with the UN or international organizations is highly desirable.
Soft Skills: Demonstrated ability to work effectively in a multicultural environment and maintain strong professional relationships.
Remote Work: Proven experience in working independently and managing projects at a distance (remotely).
