The National Employment Authority (NEA) is seeking a Regional Programme Accountant to manage the financial integrity and accountability processes of regional operations. This role involves maintaining accurate financial records, ensuring compliance with local laws and donor guidelines (specifically IFAD and the Government of Kenya), and supporting regional budgeting and reporting. The incumbent will also be responsible for capacity building within county finance teams to ensure standardized financial procedures across the program.
Key Responsibilities
- Financial Management and Accountability: Process and record all financial transactions for regional operations. Maintain regional cash books and ledgers, and perform monthly bank reconciliations.
- Budgeting and Expenditure Tracking: Support the preparation of regional components of Annual Work Plans and Budgets (AWPBs). Track expenditures against approved budgets and flag variances for management.
- Compliance: Ensure all payments and transactions comply with IFAD guidelines, the GoK Public Finance Management Act, and the Public Procurement and Disposal Act (PPADA).
- Financial Reporting: Prepare monthly expenditure reports and timely fund requests. Develop quarterly financial reports for the PCMU, including variance analysis and fund utilization summaries.
- Internal Controls: Maintain an organized filing system for financial documents (vouchers, contracts, receipts) and conduct periodic spot checks to ensure record-keeping standards.
- Capacity Building: Train and mentor county finance teams on financial procedures, reporting formats, and donor compliance. Assist counties with project account reconciliations.
- Other Duties: Perform any other tasks assigned by the Regional Programme Coordinator.
Requirements and Qualifications
- Academic Background: An advanced degree in Accounting, Finance, or a related field from a recognized institution.
- Professional Certification: Full professional accounting qualifications (CPA/ACCA or equivalent). Must be a member in good standing of a relevant professional body (e.g., ICPAK).
- Experience: At least 5 years of progressive accounting experience within Government of Kenya (GoK) or donor-funded projects/programs. Familiarity with devolved financial systems and county government operations is essential.
- Technical Skills: Hands-on experience with accounting software such as QuickBooks, Sage, or ERP systems. Proficiency in MS Excel and financial reporting tools is required.
- Competencies: Strong knowledge of IPSAS, PPADA, and donor financial management standards. Excellent analytical, documentation, and reporting skills.
