The United Nations Environment Programme (UNEP) is seeking a Project Development Lead to oversee the design and development of two significant initiatives: the Maldives Project (GBFF12031) and the Indonesia Policy Coherence Project (GEF12073). This role focuses on ensuring that project proposals are meticulously aligned with national policies, international standards (such as NBSAP), and Global Environment Facility (GEF) programming requirements. The lead will manage high-level policy analysis, ocean accounting frameworks, and stakeholder engagement to secure funding and establish sustainable environmental impacts.
Key Responsibilities
- Project Alignment: Ensure project proposals adhere to national and local policies, particularly marine protected area management and strategic documents like NBSAP.
- Integrated Management Design: Enable cross-sectoral management of ecologically significant areas in South Ari Atoll through robust policy development and local capacity building.
- Ocean Accounting: Analyze national and provincial data platforms, permit systems, and capacity needs to establish ocean accounts for policy coherence in Indonesia.
- Policy Analysis: Conduct baseline analyses of policy coherence between jurisdictions regarding coastal and marine resources.
- Economic Strategy: Identify pathways for new projects, financing mechanisms, and reef-positive business models based on ocean accounts.
- Safeguards and Planning: Develop comprehensive project packages including Gender Analysis, Gender Action Plans, Stakeholder Engagement Plans, personnel ToRs, workplans, and procurement plans.
- Supervision: Provide day-to-day supervision of National Experts and maintain high-level communication with the Ministry of Climate Change, Environment and Energy (MOCCEE) in Maldives and the Ministry of Marine Affairs and Fisheries (MMAF) in Indonesia.
- Reporting: Report to the Task Manager of the GEF-Biodiversity and Land Degradation Unit.
Qualifications and Experience
- Education: Advanced university degree (Master's or equivalent) in biodiversity sciences, environmental sciences, natural resource management, policy, or economics. A first-level degree with two additional years of experience is acceptable.
- Experience: Minimum of 7 years of professional experience in environmental planning, sustainable land management, and biodiversity protection.
- GEF Expertise: Proven knowledge of GEF policies and experience in writing GEF Project Documents and CEO Endorsements is highly desirable.
- Technical Background: Experience in protected area management, nature-based solutions, and ecological restoration, specifically in coastal areas or Small Island Developing States (SIDS).
- Regional Knowledge: Experience working in the Asia Region is an asset.
Additional Details
- The position is home-based with possible site visits to project locations.
