Information about the Role
The Programme Management Officer (P4) at the United Nations Environment Programme (UNEP) is a key position within the Governance Affairs Office (GAO). The role focuses on providing high-level secretariat support and strategic coordination for UNEP's intergovernmental governing bodies, primarily the Committee of the Permanent Representative (CPR) and the United Nations Environment Assembly (UNEA). The officer ensures the efficient preparation, conduct, and follow-up of global environmental policy meetings.
Responsibilities and Duties
Governance Affairs Office (GAO) Support:
- Coordinate and supervise the provision of secretariat services for quarterly and annual meetings of the Committee of the Permanent Representative (CPR).
- Liaise with other UNEP divisions and multilateral environmental agreement secretariats to prepare mandatory background documentation.
- Draft meeting invitations, agendas, procedural scripts, and background notes for presiding officers.
- Provide expert advice to presiding officers on the organization of work, rules of procedure, and established UN practices.
- Prepare comprehensive summaries of meetings and track the implementation of adopted decisions and recommendations.
- Manage relationship and communication with Permanent Representatives and Deputy Representatives, supporting the Deputy Director in enhancing diplomatic ties.
- Coordinate official correspondence and online information flow to Member States and intergovernmental organizations.
- Support the Deputy Director in increasing Member State accreditation to the CPR through targeted outreach.
UN Environment Assembly (UNEA) Coordination:
- Develop agendas and structures for the sessions of the Open-ended Committee of Permanent Representatives (OECPR).
- Ensure accurate and timely issuance of all pre-session, in-session, and post-session documentation (resolutions, decisions, and reports).
- Coordinate the preparation of Secretariat technical notes for resolutions and decisions.
- Train and prepare co-facilitators and technical focal points for negotiations on draft resolutions.
- Analyze government feedback on UNEA decisions and summarize findings for senior management.
- Prepare briefings for UNEP senior leadership regarding official visits and mission follow-up actions.
Qualifications and Experience
- Education: An advanced university degree (Master's degree or equivalent) in political science, international relations, environmental law, international law, or a related field. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Completion of programs in data analytics or data science is desirable.
- Work Experience: A minimum of seven (7) years of progressively responsible work experience in direct secretariat support to intergovernmental governing bodies is required.
- Documentation Expertise: Proven experience in preparing UN governing body documents, including agendas, procedural scripts, and draft reports cleared through established processes.
- Procedural Knowledge: Experience advising presiding officers or bureau members on rules of procedure and conduct of business in intergovernmental meetings is required.
- Desirable Experience: Experience in intergovernmental negotiations, tracking implementation of decisions, and at least two years of experience in data analytics or a related area.
