The Chief Manager – Education, Policy and Compliance is responsible for carrying out education, training, sensitization, and awareness on corruption, integrity, and ethical issues within the Kenya Revenue Authority (KRA). This senior leadership role involves interpreting the Anti-Corruption Legal Framework and its domestication in the Authority, analyzing the impacts of anti-corruption policies on staff and stakeholders, and ensuring strict adherence to the anti-corruption legal framework and internal rules.
Key Responsibilities
Policy Development & Enforcement: Develop and enforce KRA integrity policies to ensure compliance with professional and ethical standards.
Corruption Prevention: Design and implement corruption prevention plans for departmental and regional Corruption Prevention Committees (CPCs).
Reporting & Coordination: Provide regular reporting on KRA integrity programs and coordinate quarterly Apex CPC and regional committees.
Risk Assessment: Coordinate annual corruption risk assessments and perception surveys to guide decision-making processes.
Values & Integration: Coordinate the implementation of national values, cohesion, and integration within the Authority.
Education & Awareness: Develop effective sensitization programs on corruption and integrity for staff, stakeholders, and the general public.
System Reviews: Coordinate and evaluate system reviews on policies, procedures, and practices.
Corporate Initiatives: Manage conformity to ISO standards, data security, Audit, Quality Management Systems (QMS), and staff performance.
Staff Development: Promote career development and performance enhancement within the section.
Person Specifications
Education: Bachelor’s degree in Economics, Statistics, Business Management, Public Policy, Tax Policy, or Law from a recognized University.
Advanced Degree: Master’s Degree in a relevant field is an added advantage.
Professional Membership: Membership to a relevant professional body.
Leadership Training: A Leadership Course lasting at least four (4) weeks from a recognized institution is an added advantage.
Experience: Cumulative service period of seven (7) years relevant work experience, with at least three (3) years in middle-level management or a comparable position.
Specialized Knowledge: Experience in tax investigation operations will be an added advantage.
