The Chief Executive Officer (CEO) is responsible for the overall management and administration of the Affordable Housing Board (AHB) and will be accountable to the Board of Directors. As the accounting officer, the CEO provides strategic leadership to the staff and ensures the effective implementation of policies to achieve the Fund's objectives in providing accessible and adequate housing in Kenya.
Key Responsibilities
- Accounting Officer Duties: Serve as the accounting officer of the Board and the custodian of all assets, property, and equipment of the Fund.
- Leadership & Management: Provide overall leadership to staff and oversee the execution of strategy, decisions, and policies from the Board of Directors.
- Financial Oversight: Open and operate Board accounts with National Treasury approval; prepare annual revenue and expenditure estimates; and authorize withdrawals from the Fund.
- Strategy & Policy: Spearhead the formulation, implementation, and review of Board policies, procedures, strategies, standards, and guidelines.
- Compliance & Governance: Establish robust systems of internal control, ensure funds are spent solely for their established purpose, and prepare annual statements of accounts in accordance with the Public Audit Act, 2015.
- Monitoring & Evaluation: Coordinate the monitoring and evaluation of affordable housing projects and programmes financed by the Fund.
- Liaison: Provide a critical linkage between the Board of Directors and the Board’s staff while promoting integrity and professionalism.
- Board Support: Prepare annual work plans for approval and advise the Board on matters relating to the administration of the Fund.
Requirements and Qualifications
- Education: Bachelor’s Degree AND a Master’s Degree in Built Environment, Business Administration, Finance/Commerce, Law, or a relevant equivalent qualification from a recognized institution.
- Experience: A cumulative service period of fifteen (15) years working experience, with at least ten (10) years in a managerial capacity specifically within the built environment, finance, or law sectors.
- Professional Status: Professional qualification and valid membership to a recognized professional body in good standing.
- Leadership Training: Completion of a leadership course lasting not less than four (4) weeks from a recognized institution.
- Technical Skills: Proficiency in computer applications.
- Ethical Compliance: Must fulfill the requirements of Chapter Six of the Constitution of Kenya.
