The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the world's environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the environment. This P4-level Programme Management Officer role is critical for modernizing UNEP's data-driven decision-making capabilities, focusing on data science, artificial intelligence, and advanced impact measurement to ensure program effectiveness and value-for-money.
Responsibilities
- Contribute to the design and implementation of advanced business intelligence systems, processes, and tools to enable organizational teams to access and utilize data for adaptive management.
- Coordinate UNEP teams to strengthen staff capacities in data analysis, indicator development, and the utilization of advanced monitoring and evaluation tools, including AI-driven solutions.
- Lead efforts to improve the design of initiatives by enabling better selection and use of performance data for greater organizational impact.
- Provide expert guidance and training on complex impact measurement methods, including counterfactual analysis, randomization, and quasi-experimental approaches.
- Promote awareness of shared responsibility for programme monitoring and reporting through comprehensive communication, training, and learning activities.
- Contribute to strategic planning for the development of Programmes of Work, Medium-Term Strategies, and UN Secretariat strategic framework documents.
- Collect and analyse data to identify trends or patterns, providing insights via graphs, charts, and reports using advanced data visualization methods.
- Perform other related duties as assigned to support organizational health assessments and strategic review processes.
Requirements
- Education: An advanced university degree (Master's or equivalent) in data science, economics, statistics, development economics, public policy, applied mathematics, or a related social science field with an emphasis on advanced quantitative analysis, econometrics, and causal inference. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Completion of data analytics, machine learning, or data science programs is desirable.
- Experience: A minimum of seven (7) years of progressively responsible experience in data analysis, synthesis, and impact measurement in developing contexts is required.
- Technical Expertise: Required experience includes the application of experimental or quasi-experimental approaches, use of institutional/survey data for decision-making, and leading corporate reporting processes for senior management. Experience with AI-enabled data analytics is required.
- Desirable Qualifications: Experience within the UN system or similar international organizations, implementation of strategic plans or monitoring frameworks, and facilitation of capacity development for data literacy.
