This role involves providing overall program leadership and strategic direction for a critical GIS mapping initiative. The Program Manager is responsible for ensuring the successful delivery of 72,000 geo-referenced records across UBP (Urban Business Permits), Advertising, and Wayleaves categories, in close coordination with the County Government of Mombasa officials and FinSprint leadership.
Key Responsibilities
- Provide overall program leadership and strategic direction for the GIS mapping initiative.
- Ensure delivery of 72,000 geo-referenced records across UBP, Advertising, and Wayleaves categories.
- Manage relationships with County Government of Mombasa officials and FinSprint leadership.
- Chair daily stand-up meetings and weekly progress reviews with all team leads.
- Monitor program KPIs including daily collection rates, data quality metrics, and budget utilization.
- Resolve escalated issues from Operations Lead and Technical Lead promptly.
- Approve all major expenditures and resource allocation decisions.
- Lead the County handover process and final acceptance certification.
Qualifications & Experience
- Bachelor's degree in Project Management, Business Administration, IT, or a related field.
- Minimum 7 years of experience in program/project management.
- At least 3 years managing field-based data collection or GIS mapping projects.
- Proven experience managing teams of 30+ personnel.
- Strong understanding of government revenue systems and county operations.
- PMP, PRINCE2, or equivalent project management certification is preferred.
