Job Description
Summit Recruitment and Search is looking for a Procurement Specialist to manage and streamline procurement operations. The role involves managing the end-to-end procurement process, ensuring cost-effectiveness, and maintaining strict compliance with organizational and donor standards. You will be responsible for sourcing vendors, negotiating contracts, and ensuring that all supply chain activities align with Kenyan tax and regulatory requirements.
Key Responsibilities
Vendor Management: Source, evaluate, and maintain a prequalified vendor list for major procurement categories. Perform vendor due diligence, including TCC, KRA PIN, compliance checks, and performance monitoring.
Strategic Sourcing: Conduct competitive sourcing through RFQs/RFPs, negotiate pricing, and ensure value-for-money for all purchases.
Procurement Cycle Management: Convert approved requisitions into Purchase Orders (POs), ensuring correct specifications and timely delivery. Coordinate deliveries with various departments and ensure Goods Received Notes (GRNs) are completed promptly.
Financial Oversight: Enforce three-way matching (PO, delivery note, invoice) before processing payments. Collect valid eTIMS tax invoices and ensure proper application of withholding tax (WHT).
Compliance & Auditing: Adhere to procurement policies, donor requirements, and anti-corruption standards. Maintain comprehensive files to support internal and external audits.
After-Sales Support: Manage warranty issues, returns, and follow-ups with suppliers.
Requirements and Qualifications
A Diploma or Degree in Procurement, Supply Chain, Business, or a related field.
CIPS or KISM certification (full or partial) is an added advantage.
Minimum of 3 years’ procurement experience within the Kenyan market (NGO, education, ministry, or SME preferred).
Strong understanding of sourcing, POs, GRNs, tax documentation (TCC/eTIMS), and WHT requirements.
Proficiency in Google Workspace or Microsoft Office; experience with Monday.com is a plus.
Excellent communication skills in both English and Swahili.
High level of integrity, ethical judgment, and the ability to enforce internal controls.
