Role Overview\nThis position is responsible for the execution of the Commission’s Strategy on Collective Bargaining Negotiations (CBN) for the public sector. The role involves making appropriate recommendations to ensure that Collective Bargaining Agreements (CBAs) are consistent with the mandate of the Commission and all relevant statutory requirements.\n\n### Key Responsibilities\n#### Managerial and Supervisory Responsibilities\n- Ensure compliance on all statutory requirements, Government Circulars, and Commission policies.\n- Review analysed data relating to Collective Bargaining Negotiations for public sector institutions.\n- Review CBN proposals based on appropriate parameters and provide technical input for training curricula.\n- Contribute to the development and regular review of CBN guidelines.\n- Provide input into the departmental work plan and compile budget estimates.\n- Lead, mentor, and coach staff reporting to the position for the achievement of individual and departmental goals.\n- Carry out training needs assessments and identify/evaluate risks and implications of departmental activities.\n\n#### Operational Responsibilities\n- Implement policies, procedures, and manuals on Collective Bargaining Negotiation processes.\n- Undertake CBN analysis in consultation with the Ministry of Labour to ensure agreements align with the Commission's mandate.\n- Conduct comparative analysis of submitted CBAs and remuneration data against set parameters.\n- Work closely with the Employment and Labour Relations Court to ensure Commission advice is obtained before registration of CBAs.\n- Ensure consistency and uniformity on Labour Relations matters relating to remuneration and benefits.\n- Train, sensitize, and provide technical support to public sector institutions.\n- Liaise with the Ministry of Labour and Social Protection and the Employment and Labour Relations Court on emerging issues.\n- Maintain an up-to-date CBA database to ensure confidentiality and consistency in decision-making.\n- Prepare and submit monthly, quarterly, and annual reports to the Head of Department.\n\n### Requirements and Qualifications\n- Bachelor’s degree in Economics, Statistics, Human Resources, Public and Business Administration, or a relevant field from a recognized university.\n- Master’s degree in a relevant field is an added advantage.\n- Relevant professional qualification and membership to a relevant professional body in good standing.\n- At least eight (8) years of relevant work experience, four (4) of which must be in a comparable position in a reputable organization.\n\n### How to Apply\nInterested and qualified candidates should submit their applications through the Salaries and Remuneration Commission recruitment portal.
