Job Description
At the Netherlands Institute for Multiparty Democracy (NIMD), we strive to promote peaceful, just and inclusive democracies worldwide. We do this by fostering trust and respectful dialogue between politicians, political parties, civil society and citizens. We bring people closer to their elected representatives; and we bring politicians together to collaborate across political divides.
We are seeking a Planning, Monitoring & Evaluation (PME) Officer to strengthen the delivery of inclusive, accountable, and evidence-driven democratic governance programmes. This is a core programme role—not just about tracking results, but ensuring that data, evidence, and field insights actively shape programme implementation, adaptation, and impact. You will work across programme design, implementation, and results tracking — ensuring strong integration between planning, monitoring, and adaptive management. The role is central to maintaining programme quality, accountability, and responsiveness to context. This role reports directly to the Country Director.
Key Responsibilities
Integrated Planning: Lead integrated planning processes, including workplans, results frameworks, and alignment with budgets.
Programme Coordination: Coordinate implementation of programme activities and partnerships.
Monitoring and Tracking: Track progress against logframes, deliverables, and performance indicators.
Data Management: Strengthen data systems, tools, and data quality assurance processes.
Reporting: Contribute to high-quality donor reporting and internal analysis.
Learning and Adaptation: Facilitate reflection and learning processes to inform adaptive programming.
Requirements
Experience: 3–7 years’ experience in PME within governance, democracy, or development programming.
Education: Bachelor’s degree in a related field.
Technical Knowledge: Strong understanding of theories of change, logframes, and results-based management.
Stakeholder Management: Experience supporting programme implementation and coordinating stakeholders.
Donor Frameworks: Familiarity with EU or institutional donor reporting frameworks is an advantage.
Technical Tools: Proficiency in data tools (e.g. KoboToolbox, ODK, Excel; Power BI is a plus).
Soft Skills: Strong analytical, coordination, and facilitation skills.
