About the Role
Genesis Analytics is seeking a Bilingual Public Finance Management Consultant to unlock value in Africa by using analytical capabilities to improve decision-making. As the largest economics-based consulting firm in Africa, Genesis utilizes a wide range of techniques to provide clarity for decision-makers. This role focuses on conducting economic research, providing technical assistance for Public Finance Management (PFM) reforms, and collaborating with international development partners and African governments.
Key Responsibilities
- Economic Analysis and Reporting: Conduct rigorous economic research and quantitative analysis on macro-economic trends, public finance issues, and development challenges, particularly within African contexts. Prepare high-quality, policy-relevant reports, briefs, and presentations in both French and English.
- Public Finance Management (PFM): Provide expert technical assistance and advice to African government counterparts or donor partners on PFM reforms, including budgeting, expenditure management, revenue generation, fiscal decentralization, and innovative financing.
- Stakeholder Engagement: Collaborate effectively with senior government officials, donor representatives (e.g., World Bank, African Development Bank, EU), civil society organizations, and other stakeholders. Represent the organization in high-level meetings and technical working groups.
- Program Development and Evaluation: Contribute to the design, implementation, and evaluation of development projects and technical assistance programs focused on economic governance and sustainable development.
- Capacity Building: Design and facilitate training packages for government and donor staff regarding budgeting and related matters.
- Bidding Capacities: Prepare excellent and competitive technical and financial proposals for opportunities in relevant areas of interventions as well as proactively contact organizations to co-design technical assistance.
- Service Line Development: Co-develop the structure, team, and project pipeline of the service line.
Requirements and Qualifications
- Education: A Master’s degree (or higher) in Economics, Development Economics, Public Finance, or a closely related field (MBA/MSc/MA/PhD).
- Experience: A minimum of five (5) years of progressively responsible professional experience in applied economics, public finance, development work, or a related area.
- Advisory Experience: Proven professional experience working directly with or advising African governments (at the national or sub-national level) or working for major international development/donor organizations with a focus on Africa.
- Sector Knowledge: Demonstrated understanding of at least one Human Development sector (e.g., health, education, social protection) and the associated economic/fiscal challenges.
- Language Skills: Professional working fluency (written and spoken) in both French and English is mandatory.
- Technical Skills: Advanced quantitative and qualitative research skills. Proficiency in statistical and econometric software (e.g., Stata, EViews, R) and experience in developing and applying economic models.
- PFM Expertise: Strong knowledge of PFM systems, frameworks, and reform processes.
- Soft Skills: Strong analytical writing skills, excellent communication, negotiation, and presentation skills. Ability to design and deliver training/mentoring for government officials.
