
Tom Mboya University
Tom Mboya University is seeking a qualified and experienced Legal Officer to oversee the legal functions of the institution. This role involves ensuring compliance with statutory requirements, providing legal guidance to the University Council, and managing litigation. The successful candidate will be responsible for policy development, serving as the custodian of the university's legal instruments, and representing the university in various legal forums.\n\n### Key Responsibilities\n- Represent the University in court and other tribunals where the University is a party.\n- Oversee the development and implementation of legal services policies, strategies, procedures, and guidelines.\n- Provide guidance to the Council on their job descriptions and governance matters.\n- Assist the Council in carrying out induction, training, and updating committee charters.\n- Prepare Council work plans, evaluations, and governance audits; implement the code of conduct and ethics.\n- Ensure timely preparation and circulation of Council and committee papers and minutes.\n- Act as the custodian of the university seal and account to the Council for its use.\n- Establish and maintain conflict of interest and gift registers.\n- Ensure annual returns are promptly filed with relevant authorities.\n- Provide legal opinions or advice on governance matters within the University.\n- Oversee the authentication of documents issued to the University as collateral or securities.\n- Facilitate legal research, investigations, and preparation of witnesses for trials.\n- Maintain an up-to-date record of gazetted matters related to the University.\n- Undertake periodic legal audits to ensure compliance with statutory and regulatory requirements.\n- Oversee litigation management by liaising with external lawyers to ensure adequate representation of the University.\n- Spearhead the development and implementation of Department work plans, budgets, and performance contracts.\n\n### Requirements for Appointment\n- A minimum of nine (9) years’ cumulative relevant work experience, with at least three (3) years at the level of Legal Officer II Grade 11 or equivalent.\n- Bachelor of Laws (LLB) degree or equivalent qualification from a recognized and accredited institution.\n- Post Graduate Diploma in Law from the Kenya School of Law.\n- Admitted as an Advocate of the High Court of Kenya with a valid Practicing Certificate.\n- Registered as a member of the Law Society of Kenya (LSK) in good standing.\n- Proficiency in relevant computer applications.\n\n### How to Apply\nApplications should be accompanied by a detailed up-to-date curriculum vitae, certified true copies of academic and professional certificates, National Identity Card or Passport, together with testimonials and other relevant supporting documents.
