Information about the Role
The United Nations Office on Drugs and Crime (UNODC) is seeking a Maritime Law Enforcement Expert for a consultancy position. Working under the overall supervision of the UNODC Regional Representative for Eastern Africa (ROEA) and the direct supervision of the Programme Coordinator for the Global Maritime Crime Programme (GMCP) Gulf of Aden and Red Sea, the consultant will provide technical expertise to enhance maritime safety and security in the region.
Responsibilities and Duties
- Coordination and Assistance: Liaise with Gulf of Aden and Red Sea countries and relevant agencies to identify specific areas of assistance required.
- Training Needs Assessment: Continuously identify training needs for beneficiary Maritime Law Enforcement (MLE) agencies and units, while reviewing their operational and logistical capabilities.
- Monitoring and Evaluation: Fulfill all monitoring and evaluation requirements, including providing individualized feedback and collecting participant data.
- Visibility: Submit photos and written descriptions of capacity-building activities for inclusion in programme visibility and communication materials.
- Documentation Management: Upload agendas, attendance sheets, action photographs, surveys, participant contact details, and end-of-activity reports to project management platforms (Basecamp and SharePoint).
Qualifications and Experience
- Education:
- An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management, or other related fields is required.
- A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced degree.
- Formal qualifications or certifications from a recognized national/international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, plus four (4) additional years of qualifying work experience, may be accepted in lieu of a degree.
- Experience:
- A minimum of 7 years of experience as a police officer, member of a defense force, or a maritime security organization is required.
- Direct experience in maritime law enforcement is essential.
- Experience in providing riverine and small craft training to police or defense forces is highly desirable.
