Job Description
The United Nations Office at Nairobi (UNON) provides administrative and other support services to the United Nations Environment Programme (UNEP) and the United Nations Human Settlements Programme (UN-Habitat), as well as joint and common services to other organizations of the United Nations system in Kenya. This role involves performing a wide range of human resources actions and administrative tasks to support staff and management.
Responsibilities
Administration of Entitlements
Onboarding and Personnel Actions: Carry out onboarding processes for selected candidates and process personnel actions (PA).
Contract Management: Issue Letters of Appointment and conduct orientation training; monitor contract expiration dates, process requests, and action contract extensions; conduct eligibility reviews of staff for contract conversion.
Staff Movements: Process temporary and permanent staff movements and related administrative actions, including those related to inter-agency agreements.
Off-boarding: Process off-boarding and related separation personnel actions.
Pension Fund Support: Review and prepare documentation submissions to the Pension Fund relating to enrollment and disability benefit awards.
Advisory Services: Advise staff on entitlements and benefits and process them within the system.
Dependency Administration: Maintain family status records of staff members and administer respective dependency entitlements.
Leave Management: Review and approve time and attendance requests including Parental leave, certified sick leave, Special Leave Without Pay (SLWOP), and Rest and Recuperation (R&R).
General Administration
Compliance Monitoring: Monitor implementation and compliance with existing regulations by reviewing personnel actions processed in Enterprise Resource Planning (ERP) systems.
Reporting: Monitor Enterprise Core Component (ECC) reports and staffing tables for various human resources activities.
Data Analysis: Assist with the collection and analysis of data, as well as the preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning, and decision making.
Visualizations: Assist with visualizations and update information material such as web pages or brochures.
Documentation: Ensure requirements and background information used for data analysis are documented.
Additional Duties: Perform other relevant duties as required.
Qualifications and Experience
Education: Completion of a high school diploma or equivalent is required. A first-level university degree is an added advantage.
Work Experience: A minimum of seven (7) years of progressively responsible experience in human resources management, administrative services, or related areas. (Reduced to five (5) years for candidates with a first-level University degree).
Specialized Experience: A minimum of five (5) years or more of experience in administering staff benefits and entitlements is required.
Technical Experience: Experience in administering a broad range of personnel actions using Enterprise Resource Planning (ERP) systems is desirable. Work experience of one (1) year or more in data analytics or a related area is desirable.
Organization Experience: Experience serving clients in the area of staff administration within the UN Common system or similar organizations is preferred.
