Job Description
The Health Specialist (Health Economics and Financing) at the P-4 level sits within the Global Programme Division (GPD). The GPD provides global strategic leadership and policy direction, develops and monitors frameworks and standards, and ensures coherence and alignment across sectors, regions, and partners. This role is specifically linked to the Centres of Excellence (CoEs), which provide high-quality, demand-driven technical assistance to Country and Regional Offices, and their governments and partners. Located strategically in Nairobi, the Specialist will focus on delivering tailored assistance in priority areas such as policy reform in matters that advance the well-being of children, at-scale programme design, public finance, workforce development, and institutional strengthening to ensure that UNICEF's support is grounded in practical knowledge and contributes to child development goals.
Key Responsibilities and Duties
Provide global strategic leadership and policy direction in health economics and financing to drive programme excellence.
Offer technical guidance on policy reform and scalable programming to Country and Regional Offices.
Develop and monitor frameworks and standards to ensure coherence and alignment across sectors and partners.
Deliver high-impact, evidence-based solutions and serve as a hub of specialized expertise.
Strengthen country-level implementation through integrated technical support, linking global policy with on-the-ground action.
Contribute to global policy standards, ensuring support is grounded in practical knowledge.
Provide tailored assistance in priority areas such as public finance, workforce development, and institutional strengthening.
Requirements
Education: Master or equivalent (Advanced University Degree) in Public Health, Economics, Medicine, Health Administration, Health Economics, Health Financing, Health Policy, Finance, Economic Evaluation, Fiscal Policy, or related fields.
Alternative Education: A Bachelor or equivalent (First Level University Degree) in a relevant area combined with 2 additional years of relevant work experience may be accepted for internal staff only.
Work Experience: At least 8 years of relevant work experience in Planning, Health, Health Economics, Health Financing, Immunization, Child Health, Policy Formulation, Sustainable Health Systems, Capacity Building, Evidence Generation, Cross-Sectoral Coordination and Partnerships, Technical Advisory, Domestic Resource Mobilization, Economic Analysis, Policy Advisory, and Strategic Planning.
