Job Description
The Director of Housing is a senior leadership position within the Nakuru County Government. The role is responsible for the overall coordination of divisional matters, policy formulation, and the implementation of housing and human settlement programs. The Director ensures that the county's housing infrastructure development aligns with strategic objectives while managing resources and fostering partnerships with key stakeholders.
Responsibilities
Policy Formulation and Implementation: Coordinate divisional matters, programs, and policy formulation at headquarters and field offices. Integrate policy objectives into the planning and implementation of projects.
Stakeholder Engagement: Coordinate the activities of development partners and other stakeholders involved in housing development. Liaise with stakeholders to establish and maintain land banks for housing development.
Capacity Building: Promote participatory approaches and capacity building in the housing development process and facilitate the exchange of ideas through seminars, conferences, workshops, and symposiums.
Resource Management: Ensure proper management of resources for housing and human settlements development. Oversee resource mobilization and utilization for the implementation of projects and programs.
Infrastructure Development: Monitor workloads, analyze and continuously review housing infrastructure development policies, and promote public-private partnerships in low-cost housing infrastructure.
Research and Reporting: Oversee research and the preparation of reports on pertinent issues related to housing infrastructure development and disseminate information to stakeholders.
Requirements and Qualifications
Experience: Must have served in the grade of Senior Assistant Director of Housing (Job Group ‘Q’) or in a comparable and relevant position in the housing and human settlements sector for a minimum of three (3) years.
Professional Registration: Registration by a recognized professional body such as the Board of Registration of Architects and Quantity Surveyors (BORAQS), Engineers Registration Board (ERB), Institution of Surveyors of Kenya (ISK), Physical Planners Registration Board, Valuers Registration Board, or National Environmental Management Authority (NEMA) Board (applicable to professional degree holders only).
Education: A Master’s degree in Housing Administration, Urban Management, Urban/Regional Planning, Valuation and Property Management, Architecture, Interior Design, Civil/Electrical/Mechanical/Structural Engineering, Land Economics, Building Economics, Estate Management, Building/Construction/Project Management, Economics, Sociology, Environmental Studies, Community Development, Business Administration, or an equivalent qualification from a recognized institution.
Training: Completion of a Strategic Leadership Development Program from a recognized institution.
Competencies: Demonstrated a high degree of professional competence, administrative capabilities, and initiative in the general organization and management of the Housing function.
