Supporting the Finance Coordinator through delegated tasks and responsibilities, replacing them in their absence, and participating in the implementation and management of finance strategies, policies, and internal control systems for the mission. The objective is to provide accurate, transparent, and reliable financial information regarding resource allocation within projects.
Key Responsibilities
Strategic Financial Management: Participate in defining and monitoring financial operational needs and budgets. Support the assessment and mitigation of financial risks.
Policy & Compliance: Ensure compliance with MSF policies and national legal frameworks. Design and adapt local procedures for optimized resource management.
Treasury & Accounting: Oversee mission accounting processes and treasury management to control financial risks and ensure smooth operations.
Budgetary Oversight: Monitor financial health indicators, donor funding agreements, and conduct cost analysis. Assist in translating resource info into budgets.
HR Management: Support HR policies within the finance team, including recruitment, training, and staff development.
Closings & Audits: Supervise monthly and yearly account closings. Coordinate internal and external audits and follow up on recommendations.
Taxation: Ensure compliance with tax regulations in both Kenya and Somalia, including overseeing payments and VAT refunds.
Systems Management: Ensure effective use of financial software (WEFIN, SAP, Unifield) and maintain data integrity.
MSF Section Specific Accountabilities
Intersectional Support: Ensure continuity of operations across Operational Centers during coordinator rotations.
Capacity Building: Strengthen finance and non-finance staff capacity through coaching and mentoring.
Remote Support: Provide financial oversight to hard-to-access projects.
Requirements
Education: Essential degree in Economics or Finance. For OCA: Higher vocational training in Business Administration or MBA is desirable.
Experience: Minimum of two years' experience in budget management and two years' experience in team management. Experience with NGOs or MSF is highly desirable.
Languages: Mission language is essential; local language is desirable.
Knowledge: Proficiency in Microsoft Office (Word, Excel) and internet usage.
Competencies: Level 2 in Strategic Vision and Leadership; Level 3 in People Management and Service Orientation; Level 4 in Teamwork.
