Role Overview
The Deputy Director Finance and Accounts is responsible for providing technical leadership and strategic direction in the management of the agency's financial resources. The role involves developing financial policies, ensuring compliance with statutory regulations, and overseeing the entire accounting and budgeting process to support the agency's mission.
Key Responsibilities
- Provide technical advice on the agency’s financial resources to senior management.
- Develop and implement internal accounting and financial policies, strategies, standards, and regulations.
- Coordinate the management of all accounting and financial activities for the agency.
- Implement financial management systems and procedures in accordance with the Public Finance Management Act (PFMA).
- Facilitate the implementation of strategic plans aligned with approved budgets.
- Ensure the maintenance of accurate books of accounts and financial records, including income, expenditure, assets, and liabilities.
- Coordinate the preparation and implementation of the agency’s budget estimates and planning processes.
- Mobilize and manage financial resources effectively to ensure organizational sustainability.
- Promote efficient allocation and utilization of financial resources across all departments.
- Monitor and report on the implementation of the approved budget.
- Oversee the preparation of all periodic and annual accounting and financial reports.
- Ensure timely remittance of all statutory deductions to relevant authorities.
- Build capacity and manage the performance of the finance and accounts team.
Requirements and Qualifications
- A cumulative period of fifteen (15) years’ relevant work experience, with at least three (3) years in the grade of Assistant Director (Accounts or Finance) or a comparable senior position.
- Bachelor’s Degree in Finance, Accounting, Commerce, Business Administration, or Business Management (Finance/Accounting options).
- Master’s degree in Finance, Accounting, Business Administration, or Business Management (Finance/Accounting options) from a recognized institution.
- Professional qualification as a Certified Public Accountant (CPA-K), Certified Internal Auditor (CIA), Certified Investment and Financial Analyst (CIFA), or ACCA.
- Active membership in good standing with ICPAK, IIA-K, ICIFA, or ACCA.
- Certificate in a Leadership Course lasting not less than four (4) weeks from a recognized institution.
- Proficiency in computer applications and financial management software.
- Demonstrated merit and ability in work performance and results.
Required Compliance Certificates

- Compliance Certificate from the Higher Education Loans Board (HELB).
- Tax Compliance Certificate from the Kenya Revenue Authority (KRA).

- Clearance Certificate from a Credit Reference Bureau (CRB).
