Job Description
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. This consultancy position involves overseeing Shelter and Settlement projects in Dadaab, ensuring technical standards and humanitarian objectives are met.
Role Overview
The Project Engineer will support the implementation of Shelter, Settlements, and Non-Food Item (NFI) activities. This includes preparing technical designs, supervising construction sites, and coordinating with various stakeholders to ensure high-quality delivery of services to vulnerable populations.
Key Responsibilities
Technical Documentation: Prepare technical specifications, Bill of Quantities (BoQs), and drawings for contextual shelter designs from planning to implementation.
Site Supervision: Conduct regular field visits to supervise construction, ensuring materials are used correctly according to BoQs and maintaining records.
Project Implementation: Execute Shelter and NFI activities according to program strategy, meeting all targets and deadlines.
Monitoring & Evaluation: Conduct site assessments, construction monitoring, and post-distribution monitoring (PDM) for NFI kits.
Technical Support: Provide direct training and assistance to beneficiaries on shelter construction and maintenance.
Quality Management: Perform quality checks on all construction materials and manage distribution logistics at the field level.
Coordination: Manage logistics and administration for meetings, workshops, and trainings; coordinate with DRS, UN agencies, and NGOs.
Reporting: Maintain detailed project records, draft research reports, and track individual beneficiary files.
Documentation of Best Practices: Assist the WASH and Shelter officer in capturing lessons learned and beneficiary stories.
Requirements and Qualifications
Education:
Bachelor’s Degree or Higher in Civil or Environmental Engineering from an accredited institution with at least 3 years of experience.
OR Diploma in Civil or Environmental Engineering with at least 5 years of experience.
Experience:
Proven experience implementing shelter construction and repair projects in camp and host community settings.
Strong background in stakeholder engagement with government authorities and international NGOs.
Experience working with refugees, internally displaced persons (IDPs), and migrants.
Experience with recovery and resilience projects is an added advantage.
Prior experience in a multi-cultural setting with international humanitarian organizations.
