Under the overall supervision of the UNODC Regional Representative for Eastern Africa (ROEA) and the direct supervision of the Programme Coordinator for the Global Maritime Crime Programme (GMCP) Gulf of Aden and Red Sea, the Maritime Law Enforcement Expert will provide high-level technical expertise and training to strengthen maritime security and operational capabilities in the region.
Key Responsibilities
Coordinate with Gulf of Aden and Red Sea countries and relevant agencies to identify specific areas for assistance.
Prepare specialized Maritime Law Enforcement (MLE) training materials and Qualification Training Courses (QTC), including Boat Team Member QTC, Boarding Officer QTC, and Visit, Board, Search and Seize (VBSS).
Develop curricula for Intelligence Analyst courses and National Information Sharing Tabletop Exercises.
Provide MLE technical assistance according to the Implementation Matrix planning and deliver on-the-job training to relevant agencies.
Elaborate End of Activity Reports and mission reports for all technical assistance and training sessions.
Contribute updates and newsletter inputs for the Global Maritime Crime Programme.
Support coordination of UNODC GMCP activities in-country and review operational logistics for beneficiary agencies.
Complete all monitoring and evaluation (M&E) requirements, including participant data collection and individualized feedback.
Document capacity-building activities through photos and descriptions for programme visibility materials.
Manage documentation via Basecamp and SharePoint, including agendas, attendance sheets, and reports.
Requirements and Qualifications
Education:
An advanced university degree (Master’s or equivalent) in criminal justice, criminology, law, political science, management, or other related fields is required.
A first-level university degree with two (2) additional years of qualifying work experience may be accepted in lieu of an advanced degree.
Formal certifications from a recognized national/international police academy or military institution with four (4) additional years of qualifying experience may also be accepted in lieu of a degree.
Experience:
A minimum of 7 years of experience as a police officer, member of a defense force, or a maritime security organization is required.
Direct experience in maritime law enforcement (MLE) is mandatory.
Desirable Experience: Experience in riverine and small craft training, policing in post-conflict conditions, international training environments, and basic IT skills.
