The United Nations Office on Drugs and Crime (UNODC) is seeking a Maritime Engineering Expert to support its Global Maritime Crime Programme (GMCP) in the Gulf of Aden and Red Sea region. Under the overall supervision of the UNODC Regional Representative for East Africa (ROEA) and the direct supervision of the Programme Coordinator, the consultant will provide technical expertise and specialized training to enhance maritime law enforcement and engineering capabilities.
Responsibilities
Coordinate with Gulf of Aden and Red Sea countries and relevant agencies to identify specific technical assistance needs.
Prepare comprehensive training materials for Maritime Engineering Basic and Advanced courses.
Provide technical engineering assistance in alignment with the program's Implementation Matrix planning.
Deliver on-the-job training and mentorship to personnel within beneficiary agencies.
Elaborate End of Activity Reports for Maritime Law Enforcement (MLE) trainings and detailed mission reports for other technical assistance.
Contribute updates and newsletter content for GMCP regional updates.
Support the coordination of UNODC GMCP activities within specific countries as required.
Continuously identify training needs and review the operational and logistical requirements of beneficiary agencies.
Manage all monitoring and evaluation (M&E) inputs, including participant data collection and individualized feedback.
Document capacity-building activities with photographs and written descriptions for visibility materials.
Maintain project documentation on Basecamp and SharePoint platforms, including agendas, attendance sheets, and surveys.
Qualifications and Experience
Education: An advanced university degree (Master’s or equivalent) in Criminal Justice, Science, Engineering, Marine Systems Engineering, Naval Architecture, or related fields. A first-level degree with two additional years of relevant experience, or professional certifications from recognized institutions with four additional years of experience, may be accepted in lieu of an advanced degree.
Experience: A minimum of 7 years of professional experience and expertise in a maritime technical environment is required.
Operational Context: Proven experience working in a related technical field within a difficult or conflict-affected environment is mandatory.
