The Compliance Officer is responsible for performing compliance checks on the overall financial, programmes and grants systems and processes for Urgent Action Fund-Africa (UAF-Africa). This role ensures consistency with UAF-Africa’s standard operating procedures, policies, and donor rules and regulations. Key objectives include monitoring grant compliance, preventing fraud, managing sub-grants, and ensuring operational accountability and transparency.
Specific Responsibilities
Audit and Compliance Testing: Conduct financial, regulatory, and operational audits and compliance testing of UAF-Africa’s policies to establish the reliability and integrity of information.
Risk Management: Analyse risks for each process, review and update the risk register, and track the closure of action plans with Portfolio Heads.
Policy Implementation: Assist in the development and implementation of organisational policies, including grant-making, finance, procurement, and ICT systems.
Donor Relations: Facilitate donor systems reviews and due diligence exercises. Ensure compliance with donor requirements through accurate financial reporting and audit management.
Partner Support: Perform risk assessments regarding partners’ financial compliance, conduct regular support visits, and maintain an issues log for follow-up.
Legal Monitoring: Monitor compliance with applicable laws and regulatory directives.
Grant Oversight: Draft, review, and monitor sub-grant agreements and organization contracts with donors and suppliers.
Investigation: Investigate occurrences of fraud, corruption, and indiscipline, reporting findings to the Executive Director and the Board.
Capacity Building: Organize trainings for the Programme team on donor rules and build staff capacity in compliance processes and anti-fraud awareness.
Qualifications
Master’s Degree in a related field.
Degree in Management or Finance with professional qualifications (ACCA/CPA/CFA).
Membership to a relevant professional body.
Skills and Experience
Minimum of 8 years’ relevant work experience in compliance, risk management, or auditing.
Experience working with organisations in Africa, preferably in women’s rights or social justice sectors.
Proven track record of developing organisational policies and internal controls.
Strong analytical skills and knowledge of regulatory frameworks (AML/CFT).
Experience in budgeting, financial analysis, and reporting in a Non-Profit context.
Excellent written and verbal communication skills in English.
