Chief Executive Officer

The Veterinary Medicines Directorate (VMD) is a regulatory agency tasked with overseeing the manufacture, importation, exportation, registration, distribution, prescription, and dispensing of veterinary medicines and other animal health products in Kenya. The Chief Executive Officer is the Accounting Officer of the institution and is responsible to the Council for the day-to-day administration and management of the affairs of the Directorate, reporting to the Chairperson of the Veterinary Medicines Directorate Council.

Job Purpose

The CEO serves as the Registrar of veterinary medicines and ensures the organization meets its technical, financial, and administrative objectives while maintaining ethical practices and high service quality.

Key Duties and Responsibilities

• Serve as the Accounting Officer and Registrar of veterinary medicines.
• Implement Council decisions and Government policies in a result-oriented and timely manner.
• Supervise the staff of the institution and manage day-to-day operations.
• Advise the Council on technical, financial, and administrative matters.
• Oversee the development of long-term strategies, work plans, and annual operating budgets.
• Establish and maintain proper internal monitoring and control systems.
• Lead Senior Management and staff, ensuring a conducive work environment for talent retention.
• Manage Human Resource matters, including organizational structure, welfare, training, and succession planning.
• Foster a corporate culture of ethical practice and good corporate citizenship.
• Oversee stakeholder management and the organization's corporate image.
• Develop and maintain a risk management framework.
• Act as the official spokesperson of the institution.

Minimum Qualifications, Knowledge, and Experience

• At least ten (10) years of professional experience in Veterinary Medicine Regulation, with a minimum of five (5) years at a senior management level.
• Must be a Kenyan Citizen.
• A degree in Veterinary Medicine from a university recognized by the Kenya Veterinary Board (KVB).
• A Master's degree in a Veterinary Science-based course or an equivalent qualification from a recognized institution.
• A Certificate of Registration from the Kenya Veterinary Board.
• Completion of a Leadership Course lasting at least four (4) weeks from a recognized institution.
• Proficiency in computer applications.
• Compliance with the requirements of Chapter Six (6) of the Constitution of Kenya.

Remuneration and Terms

• Basic Salary: Kshs. 256,000 - 340,000
• House Allowance: Kshs. 80,000
• Leave Allowance: Kshs. 50,000
• Other Allowances: Kshs. 60,000
• Employment Terms: Three (3) year contract term, renewable once, based on performance or attainment of mandatory retirement age.
