The Senior Relationship Manager – Public Sector role at NBC is responsible for defining, leading, and executing comprehensive strategic client plans for the Government of Tanzania (GoT), Ministries, Departments & Agencies (MDAs), State-Owned Enterprises (SOEs), and Development Partners. The main goal is to ensure NBC becomes the primary banker and trusted advisor for government financing, budget execution, Public-Private Partnership (PPP) structuring, and key infrastructure projects, driving profitable growth and championing NBC’s leadership in public sector financing and transactional banking.
Key Accountabilities
Sales and Service (55%)
Lead multi-year strategic engagement plans for the Ministry of Finance, Bank of Tanzania, State-Owned Enterprises, and key Ministries Departments and agencies.
Originate large-ticket transactions, including project finance, syndicated loans, Debit Capital Market issuance, and trade finance.
Secure NBC’s share of donor inflows, government collections (GePG), and Foreign Exchange (FX) flows.
Build deep relationships at the Permanent Secretary, Director General, Chief Executive Officer, and Board Chair levels, positioning NBC as the thought leader.
Grow NBC’s market share across collections, payments, payroll, deposits, lending, and Foreign Exchange.
Coordinate cross-sell activities across Trade, Markets, Debit Capital Market, Transaction Banking, and Custody.
Represent NBC at government forums, budget dialogues, PPP committees, and donor roundtables.
Deliver thought leadership sessions for ministries on financing solutions and capital market trends.
Business Focus (20%)
Shape NBC’s public sector strategy, aligning with Vision 2050 and Five Year Development Plan (FYDP) priorities (effective in 2026).
Track portfolio revenue versus budget, monitor pipeline conversion, and close revenue gaps.
Optimize pricing, Funded Transfer Pricing (FTP) allocation, and product mix to improve Return on Risk Weighted Assets (RORWA).
Identify new revenue pools from SOE reforms, privatization programs, and infrastructure pipelines.
Maintain a live dashboard of policy updates, fiscal reports, and donor disbursements.
Share actionable insights with product teams to create tailored solutions.
Risk Focus (15%)
Lead annual credit reviews, covenant tracking, and sanction fulfilment for all exposures.
Anticipate sovereign risk events, provide early warning of arrears, and manage arrear recovery actions.
Ensure strict adherence to Anti-Money Laundering/Combatting the Financing of Terrorism (AML/CFT) standards on government transactions.
Act as the 1st line of defense for operational, reputational, and regulatory risk.
People Focus (15%)
Ensure continuous learning and self-development through training interventions, secondments, on-the-job training, and shadowing.
Provide day-to-day coaching and development for the team, including operational bankers, credit/business analysts, and peers.
Mentor junior Relationship Managers (RMs) and analysts on government sector banking and credit structuring.
Facilitate training sessions on public sector financing, PPP structuring, and FX flows.
Qualifications and Competencies
Required Qualifications:
Bachelor’s degree in business, Finance, Economics, or a related field (Master’s preferred).
7 years’ banking experience, with at least 4 years in government or institutional banking.
Proven track record of business development, deposit mobilization, and stakeholder engagement.
Familiarity with government structures and payment systems is an advantage.
