Senior Legal Counsel

The Tana River County Assembly is seeking a highly skilled and experienced Senior Legal Counsel. This is a critical role responsible for providing expert legal services, ensuring legislative integrity, and managing legal risks for the County Assembly Service Board, the Assembly, and its Committees. This position is Permanent & Pensionable, with a basic salary ranging from Kshs. 90,200 to Kshs. 124,630.

Duties and Responsibilities

The successful candidate will undertake the following key duties:

• Providing legal advice to the County Assembly Service Board, the Assembly, and Committees.
• Drafting and reviewing contracts, agreements, and other legal documents.
• Representing the Assembly in legal proceedings when required.
• Conducting comprehensive legal research and preparing legal opinions, briefs, and advisory notes.
• Assisting in drafting Bills, amendments, motions, and legislative reports.
• Ensuring compliance with relevant laws, regulations, and constitutional provisions.
• Prosecuting litigation matters in collaboration with external counsel.
• Ensuring Assembly Bills comply with the Constitution.
• Performing any other duties assigned.

Requirements for Appointment

To be considered for this position, applicants must meet the following mandatory criteria:

• Hold a Bachelor of Laws (LLB) degree from a recognized university.
• Admitted as an Advocate of the High Court of Kenya.
• Possess a valid practicing certificate.
• Have at least three (3) years post-admission experience in legal practice or legislative drafting.
• Demonstrate strong research, drafting, and analytical skills.
• Experience in parliamentary or public sector legal work will be considered an added advantage.
