As the Senior Finance Officer – Projects at CRS Sudan Country Program, you play a pivotal role in ensuring the effective implementation of the Country Program’s accounting systems, policies, and procedures in alignment with CRS standards, GAAP, donors' regulations, and legal requirements. Your scope encompasses the entire program or specific areas, depending on the portfolio's complexity. You will spearhead Grants Financial Management and Reporting, SR Assessments, conduct SR Monitoring visits, and track ICIP progress, bolstering partner financial management capabilities.
Your responsibilities further include timely project closure, reclass entry preparation, managing audits, and facilitating continuous improvement in financial processes. You will also contribute to partner capacity building and maintain open lines of communication with subrecipients, ensuring adherence to financial policies and procedures.
Key Responsibilities
- Subrecipient Management: Conduct comprehensive assessments of assigned Subrecipients (SRs) to evaluate their financial capacities and conduct monitoring visits to ensure adherence to financial guidelines.
- Financial Oversight: Track the progress of Improvement Capacity Implementation Plans (ICIPs), overseeing liquidation processes for partners and managing the processing of wire/advance transfers.
- Policy Compliance: Evaluate and monitor subrecipient financial management processes and provide information to staff on financial accounting policies and procedural compliance.
- Budgeting & Reporting: Actively engage in Monthly Budget Comparison Report (BCR) discussions with Budget Managers, contributing to budgeting exercises and ensuring financial feasibility.
- Donor Relations: Lead the compilation and preparation of donor reports, ensuring strict adherence to compliance standards and accuracy.
- Audit & Closure: Lead the process of timely closure for awards and projects, managing General Journal (GJ) postings and reclass entries. Participate in project and SR audits.
- Capacity Building: Develop and implement capacity-building initiatives for partners to strengthen their financial management capabilities.
- Reporting & Analysis: Prepare periodic and ad hoc financial reports and perform variance analysis to assist budget managers with decision-making.
- Team Support: Deputise for the Deputy Finance Manager in his/her absence.
Requirements and Qualifications
- Education: B.A. degree in Accounting, Finance, Economics, Business Administration with accounting courses, or a professional qualification (CPA/ACCA or equivalent).
- Experience: Minimum of two years’ experience in a position with similar responsibilities, preferably with an international or local NGO.
- Skills: Proficiency in MS Office (Excel, Word, PowerPoint, Visio) and Web Conferencing Applications. Knowledge of financial reporting software and public donor regulations is preferred.
- Languages: Proficiency in oral and written English is required.
- Travel: Must be willing and able to travel to partner offices.
