Senior Finance and Accounts Officer - Grade 8

Role Overview

The Senior Finance and Accounts Officer - Grade 8 is responsible for implementing accounting policies and managing financial integrity within the institution. This includes preparing financial statements, verifying records, and ensuring strict compliance with statutory audit requirements.

Duties and Responsibilities

• Implementing accounting policies, strategies, regulations, guidelines and procedures.
• Preparing financial Statements and Accounts.
• Verifying payment vouchers and bank reconciliation statements.
• Reviewing and recommending modifications of accounting systems and procedures.
• Collaborating with internal and external auditors to ensure compliance with statutory requirements on audit.
• Participating in financial standards setting and forecast process.
• Preparing and submitting daily bank balances for monitoring.
• Issuing cheque books to cashier responsible for writing/raising cheques to ensure book serial numbers are consistently followed.
• Updating vote heads for various Departments.
• Maintaining asset register.
• Developing the departmental work plan.
• Participating in quality management and performance contracting processes.

Requirements for Appointment

For appointment to this grade, a candidate must have:

• Cumulative service period of six (6) years’ relevant work experience, three (3) of which should have been at the grade of Finance and Accounts Officer I or in a comparable position.
• Bachelor's degree in any of the following disciplines: Commerce, Accounting, Finance or its equivalent qualification from recognized and accredited institution.
• Certified Public Accountant (CPA-K) or equivalent qualification from an accredited examination body.
• Registered with Institute of Certified Public Accountants of Kenya (ICPAK).
• Proficiency in computer applications.
• Demonstrated merit and ability as reflected in work performance and results.

Documents Required for Shortlisted Candidates

Shortlisted candidates will be required to present originals of the following during interviews:

• National Identity Card.
• Academic and Professional Certificates and transcripts.
• Clearances from Kenya Revenue Authority (KRA), Ethics and Anti-Corruption Commission (EACC), Higher Education Loans Board (HELB), a Registered Credit Reference Bureau (CRB), and a Police Clearance Certificate (DCI).
• Letter of recognition of qualifications from the Commission for University Education (CUE) for foreign degrees.
