About the Role
The Senior Assistant Director, Human Resource Management and Administration at the National Crime Research Centre (NCRC) is a senior leadership position responsible for directing the human resource and administrative functions of the Centre. The role involves high-level strategic planning, policy development, and oversight of organizational growth and staff performance to support the Centre's mandate of carrying out research into the causes of crime and its prevention.
Key Responsibilities and Duties
Provide leadership in the development and implementation of human resource management and development strategy, policies, and procedures.
Coordinate initiatives aimed at achieving strategic objectives of the organization.
Analyze staffing levels for effective succession planning.
Oversee Human Resource Planning.
Coordinate the preparation and presentation of board papers on Human Resource matters.
Ensure development and implementation of training and development plans.
Oversee the development and effective implementation of staff compensation and reward systems.
Establish and maintain a database of staff records, skills inventories, staff establishment, and other human resource activities.
Ensure implementation of health and safety programmes.
Oversee promotion and development of staff welfare programs.
Ensure safe custody of staff records.
Oversee the development and implementation of an effective staff performance management system.
Oversee development of departmental quarterly, mid-year, and annual performance reports and submit them to the board.
Provide secretariat services to the Human Resource Management Advisory Committee.
Prepare and implement the departmental work plan and budget and ensure prudent utilization of resources.
Provide a conducive work environment within the Centre.
Build capacity in human resource management practices through training and mentorship within the Centre.
Ensure compliance with respective regulatory requirements, standards, licensure, and accreditations.
Qualifications and Experience
Cumulative service period of fifteen (15) years relevant work experience, three (3) of which should have been in the grade of Assistant Director Human Resource Management or in a comparable position.
Bachelor’s degree in Human Resource Management, Human Resource Development, Human Resource Planning, Commerce (HR option), or any other relevant qualification from a recognized institution.
OR Bachelor’s degree in Economics, Social Science, Education, Public/Business Administration, Government, or Commerce plus a post-graduate Diploma in Human Resource Management/Development or equivalent qualification.
Master’s degree in Human Resource Management, Industrial Relations, Education, Business Administration, or equivalent qualification from a recognized institution.
Registration by the Institute of Human Resource Management (IHRM).
Completion of a leadership course lasting not less than four (4) weeks from a recognized institution.
Possession of a valid practicing license.
Proficiency in computer application skills.
Demonstrated a high degree of professional competence, managerial, and administrative capability as reflected in work performance and results.
