Regional Talent Acquisition Team Lead

About the Role\n\nThe Regional Talent Acquisition Team Lead is responsible for leading the MSF East Africa recruitment team by supporting the global needs of MSF Operations, including UBUNTU, and coordinating MSF EA HQ recruitment. This position reports hierarchically and functionally to the Head of Field Human Resources.\n\n### Responsibilities\n\n#### Strategic Responsibilities\n- Participate in the development, implementation, and execution of MSF EA’s HR strategy.\n- Develop and implement recruitment and talent attraction strategies with guidance from the Head of Field HR.\n- Develop the employer branding strategy to present MSF as an employer of choice in the region, collaborating with the Communications team.\n\n#### Technical and Operational Responsibilities\n- Develop and implement MSF EA’s recruitment and selection policy.\n- Lead and coordinate end-to-end recruitment processes for internationally mobile staff from Eastern Africa and all staff in MSF EA HQ.\n- Develop annual plans, set performance targets based on Operational Center needs, and implement plans using appropriate tools.\n- Map strategic talent sources in East Africa through studies and research, recommending investments in recruitment activities.\n- Implement data-driven recruitment based on global trends, identifying relevant metrics for decision-making.\n- Monitor targets and keep recruitment partners updated on progress and challenges.\n- Organize talent outreach events, including career fairs and information sessions.\n- Ensure compliance with data privacy policies across all recruitment processes.\n\n#### Leadership and Management\n- Plan, direct, supervise, and coordinate the work activities of the recruitment team.\n- Mentor and coach recruitment team members.\n- Integrate safer recruitment strategies into the recruitment cycle and build audit capacity for accountability.\n- Recognize and document inappropriate behavior, alerting the safeguarding unit of suspected abuse.\n- Enforce data protection policies and ensure the team adheres to relevant laws (e.g., Data Protection Act, 2019).\n- Manage performance through objective setting, monitoring, and evaluation.\n\n### Qualifications and Experience\n\n#### Education\n- Bachelor’s degree in Human Resource Management, Business Studies, Psychology, Humanities, or equivalent qualification.\n- In-depth knowledge of full-cycle recruitment and selection processes.\n- Proficiency in MS Office Tools (PPT, Excel).\n- Fluency in English (required); knowledge of French or a third language is an added advantage.\n\n#### Experience\n- At least five (5) years of experience in Talent Acquisition or a similar HR role, preferably in the non-profit or international sector.\n- At least three (3) years of team management experience in an international context.\n- Field experience with MSF or other humanitarian NGOs is an advantage.\n- Experience with applicant tracking systems (ATS).\n\n#### Competencies\n- Familiarity with a variety of different recruitment and selection methods (interviews, behavioral and cognitive tests, Assessment centers etc.).\n- Data Analytics and familiarity with Recruitment Metric is desirable.\n- Proven leadership skills.\n- Ability to communicate and problem-solve effectively across diverse cultures with sensitivity.\n- Commitment to MSF’s Principles.\n- Cross-cultural Awareness, Strategic Vision, and Results Orientation.\n\n### How to Apply\n\nInterested and qualified?
