The Regional Programme Coordinator is responsible for the overall oversight and day-to-day implementation of the Integrated Natural Resource Management Programme (INReMP) activities across counties within a specific region. This role focuses on ensuring alignment, coherence, and responsiveness of the programme while managing regional technical and support staff to achieve operational efficiency.
Responsibilities and Duties
- Programme Coordination and Oversight: Supervise day-to-day INReMP activities across counties; manage regional technical and support staff; facilitate regular coordination meetings with County Programme Implementation Teams (CPITs) and stakeholders.
- Planning and Resource Management: Lead the implementation of Annual Work Plans and Budgets (AWPBs) at the regional level; ensure compliance with IFAD and GoK regulations, including procurement, financial management, and safeguards.
- Stakeholder Engagement and Partnerships: Foster strategic partnerships with county governments, CSOs, the private sector, and community groups; integrate feedback from beneficiary communities.
- Technical Guidance: Provide support to specialists in agriculture, livestock, environment, and social inclusion; ensure integration of cross-cutting themes like gender, youth, disability inclusion, and climate resilience.
- Monitoring and Reporting: Support M&E activities, including data collection and validation; identify bottlenecks and propose solutions; prepare consolidated regional progress reports for the Programme Coordination Unit.
- Other Duties: Perform any other responsibilities assigned by the National Programme Coordinator.
Qualifications and Experience
- Education: Master’s degree in Agriculture, Agricultural Economics, Environment, Development Studies, Surveying, Project Management, Social Sciences, or a relevant discipline from a recognized university.
- Certification: Certificate in Strategic Leadership Development Programme or its equivalent.
- Experience: Minimum of ten (10) years of project management experience, with at least seven (7) years in a senior management role within GoK or donor-funded programmes.
- Technical Expertise: Experience in resource mapping, baseline data, land use planning, infrastructure support, and monitoring & evaluation.
- Contextual Knowledge: Understanding of devolved government systems and multi-stakeholder coordination; familiarity with IFAD/GoK procedures.
Skills and Competencies
- Strong leadership, team management, and strategic planning skills.
- Excellent negotiation, facilitation, and conflict resolution abilities.
- In-depth knowledge of natural resource management and climate-smart agriculture.
- Proficiency in Kiswahili and English; understanding of local languages in the region is an asset.
