Catholic Relief Services (CRS) is seeking a Program Manager II for Environmental and Social Safeguarding (ESS) for the Thabat Project. The role involves providing management, guidance, and technical oversight of the Thabat Project’s Environmental and Social Standards activities throughout the project cycle to ensure implementation and close-out are in line with CRS quality principles and standards, donor guidelines (specifically World Bank), and industry best practices. This position is critical for translating CRS’ commitments into robust systems and tools applied across project components, specifically within the Sudanese context.
Key Responsibilities
Technical Oversight & Management: Provide management and guidance for the Thabat Project's ESS activities, ensuring alignment with CRS quality principles and donor standards.
Talent Management: Manage the Thabat ESS team, focusing on staff well-being, team dynamics, coaching, and individual development plans.
Program Learning & Knowledge Management: Lead the development of program learning, identify research opportunities, and facilitate the dissemination of best practices and lessons learned.
Capacity Building: Oversee technical assistance and capacity-strengthening activities for Thabat and Country Program staff and partner organizations.
Partnership Management: Identify and assess partnerships relevant to ESS, ensuring compliance with World Bank requirements.
Financial Stewardship: Ensure timely project expenditures in line with financial plans and efficient use of project resources.
Strategy Development: Adapt and strengthen Thabat’s ESS strategy, translating commitments into actionable systems, processes, and tools.
Integration with MEAL: Coordinate with the MEAL team to integrate ESS requirements and monitoring activities into Thabat’s MEAL system.
Donor Communication: Lead all donor ESS communication and reporting processes, establishing systems to collect and analyze necessary data.
Internal Collaboration: Collaborate with CRS Global Support Units (Climate Finance, Gender, Social Protection) to leverage best practices and insights.
Skills, Experience, and Qualifications
Education: Master's Degree in a relevant field.
Experience:
Significant experience managing ESS compliance within World Bank or World Bank-funded projects is essential.
Experience in an international NGO setting is an advantage.
Knowledge of evolving corporate and donor ESG norms and standards.
Strong background in project grants management and project design.
Technical Skills:
Required MEAL (Monitoring, Evaluation, Accountability, and Learning) skills and experience.
Ability to write high-quality technical ESS content (Strategies, SOPs, guidelines).
Proficiency in MS Office packages, Web Conferencing, and information management systems.
Soft Skills:
Strong analytical, problem-solving, and decision-making skills.
Excellent relationship management, presentation, and facilitation abilities.
Proactive and results-oriented mindset.
Preferred Qualifications
Familiarity with IFC Performance Standards on Environmental and Social Sustainability is strongly preferred.
Experience engaging with partner organizations and local communities.
