Regional Program Coordinator

The role is responsible for ensuring effective regional coordination, fostering cross-country learning, and driving harmonized, high-quality programme implementation in line with donor commitments and organizational standards.

The RPC will provide direct supervision and technical support to the implementing Country Offices, ensuring timely delivery of programmatic objectives, narrative and financial reporting, and full compliance with donor rules, regulations, and contractual obligations. Working in close partnership with country offices, programme teams, and the Regional Finance Coordinator (RFC), the RPC will strengthen programme quality, performance management, financial stewardship, and risk mitigation while promoting regional synergies and knowledge sharing.

The position requires regular travel to project countries, with up to 50% of working time spent in the field.

Responsibilities

Program Management

• Lead and consolidate the planning, implementation, and reporting of the program, overseeing programmatic, technical, financial, and administrative aspects.
• Ensure all program interventions are of high quality and lead to measurable impact, including work plan preparation, technical support identification, and M&E utilization.
• Oversee programme monitoring and hold authority to revise and submit consolidated narrative and financial reports to CARE Germany for approval.

Program Coordination

• Establish, support, and guide program oversight bodies such as the Program Steering Committee (PSC), Program Coordination Groups (PCG), and Technical Working Groups.
• Support programmatic relationship management with the donor and CMP, ensuring regular updates to the CARE Germany Desk Officer.

Finance Management

• Ensure efficient, effective, and transparent use of program resources.
• Supervise and manage the Regional Finance Coordinator.

Requirements & Qualifications

• Master's degree in a relevant field (studies in Health, Food Security and Livelihoods, WASH, Shelter, or Protection preferred).
• Expert-level knowledge and at least 15 years of practical experience in humanitarian programming, preferably with refugee or displaced populations using a gender-sensitive approach.
• At least 10 years of project management experience, with 4 years at management level or managing at least two grants simultaneously.
• Proven track record of managing complex multi-country programs with diverse stakeholders.
• Fluency in spoken and written English is required; knowledge of Arabic and French is an advantage.
