Job Description
The Recreation Services Manager is responsible for managing and overseeing all morale, welfare, and recreation (MWR) programs and activities, ensuring compliance with safety standards, customer service expectations, and operational goals. This role includes supervising recreational staff, coordinating events, and maintaining program excellence.
Key Responsibilities
Program Management: Manage resale operations and recreational programs to ensure they meet the needs of the military community on the installation.
Regulatory Compliance: Ensure compliance with CNICINST 1710.3 - Chapter 1, Section 114, governing hazardous materials, and maintain current CPR certification for all relevant personnel.
Staff Training: Train employees in customer service standards equivalent to the Navy’s MWR Star Service and Achieving Extraordinary Customer Relations (AECR) course.
Availability: Maintain availability during regular working hours and ensure emergency response within one hour.
Instructional Duties: Act as a certified American Red Cross Lifeguard Training Instructor, providing training to personnel as required.
Sports Officiating: Proficiently officiate sports including Soccer, Basketball, Volleyball, Softball, and Flag Football; ensure the quality and fairness of all MWR-sponsored sports leagues and tournaments.
Event Coordination: Organize and promote diverse recreational events for installation personnel and families.
Stakeholder Collaboration: Collaborate with various stakeholders to maintain and promote MWR programs and morale initiatives.
Operational Monitoring: Monitor and document facility usage to ensure effectiveness and compliance with Navy guidelines.
Financial Oversight: Oversee budgets, financial records, and facility resources to allocate funding and maintain fiscal responsibility.
Requirements
Education: A four-year degree from an accredited college or university in recreation, sports management, business administration, or a related field.
Alternative Qualification: In lieu of a degree, three (3) years of general experience demonstrating knowledge of recreation principles plus five (5) years of specialized experience.
Experience: Minimum of five (5) years of specialized experience in roles such as an NF-4 with a Non-Appropriated Funds Instrumentality (NAFI) or a middle manager role in a similar civilian operation.
Certifications: Certified American Red Cross Lifeguard Training Instructor (or ability to become one); current CPR certification.
Sports Proficiency: Ability to officiate Soccer, Basketball, Volleyball, Softball, and Flag Football.
Travel Readiness: Must possess a valid passport (valid for minimum 1 year) and be able to travel internationally.
Medical Clearance: Ability to successfully pass contract medical requirements for the duration of deployment.
