Job Description
Trans Nzoia County is seeking a County Chief Officer for the Youth, Sports and Talent Development department. The Chief Officer will serve as the authorized and accounting officer for the department, reporting to the respective County Executive Committee Member. This high-level role involves leading departmental administration, strategic planning, and policy implementation to achieve sector goals and Kenya's Vision 2030 targets. The successful candidate will be responsible for providing strategic policy direction, ensuring efficient service delivery, and maintaining strict compliance with national values and public service principles as outlined in the Constitution of Kenya.
Responsibilities and Duties
Oversee the general administration of the county department.
Formulate and implement programs aligned with Vision 2030 and specific sector goals.
Develop and execute departmental strategic plans and sector development plans.
Ensure effective implementation of all relevant policies and regulations.
Provide strategic policy direction to ensure optimal service delivery to the public.
Ensure compliance with the National Values and Principles of Good Governance (Article 10) and Public Service (Article 232).
Execute any other duties as may be assigned by the County Executive Committee Member or relevant authorities.
Qualifications and Requirements
Must be a Kenyan citizen.
Possession of a Bachelor’s degree from a university recognized in Kenya. A Master’s degree in a relevant field will be considered an added advantage.
At least 10 years of professional experience in a relevant field, with a minimum of 5 years in a senior or managerial position within a large organization.
Must be registered with a relevant professional body where applicable.
Thorough understanding of county development objectives and Kenya’s Vision 2030.
Demonstrated ability as a strategic thinker with a results-oriented approach.
Excellent communication, organizational, and interpersonal skills.
Proven capacity to work under pressure and meet strict deadlines.
Ability to work effectively in a multi-ethnic environment with high sensitivity and respect for diversity.
Commitment to the National Values and Principles of Governance.
Proficiency in computer applications.
