Job Description
The Public Health Specialist serves as an expert and senior advisor in public health, health education, and health service research. In this role, the incumbent takes an active part in developing specific agency program goals and objectives for public health initiatives in Kenya. The position involves high-level program management, technical assistance, and interagency coordination to ensure the effective implementation of public health programs consistent with the strategic objectives of the agency.
Responsibilities
Program Management (50%)
Goal Development: Take an active role in developing agency program goals and objectives for public health initiatives.
Policy Formulation: Prepare directives, memoranda, policy statements, and proposals for new initiatives and recommend effective operations.
Budget Oversight: Support the management of the public health program budget, which was approximately $15 million in fiscal year 2021.
Stakeholder Engagement: Work closely with senior host government ministry officials, multilateral partners, and NGOs to coordinate outreach and raise awareness of public health issues.
Grant Direction: Provide expert technical direction for proposals resulting in grants, contracts, or cooperative agreements.
Technical Assistance (20%)
Government Support: Provide direct technical assistance to the Government of Kenya and the Ministry of Health on implementing high-quality programs at national, county, and sub-county levels.
Resource Expert: Serve as a national and international resource on matters within the assigned portfolio, developing technical guidance and training materials.
Administrative Management (15%)
Financial Monitoring: Oversee and monitor budgets for implementing partners, including quarterly pipeline reviews and budget realignments.
Reporting: Prepare regular and ad hoc progress reports for agency management, U.S. headquarters, and the U.S. Congress.
Data Integrity: Maintain files and records, ensuring the security and integrity of public health information.
Interagency Coordination (15%)
Representation: Represent CDC/Kenya at technical, policy, and strategic planning meetings with collaborators and donor agencies.
Working Groups: Serve as a chair or rotating chair on inter-agency technical working groups to ensure effective coordination of work plans and evaluation strategies.
Project Leadership: Lead short-term projects, such as VIP visits or special agency requirements.
Qualifications and Requirements
Education: A Doctoral level degree (MD, PhD, or DVM) in medicine, public health, health policy, epidemiology, or a closely related field is required.
Experience: At least five years of mid-to-senior level public health experience in developing, implementing, and evaluating public health programs (e.g., global health security) involving international agencies. Additionally, one year of experience at the managerial level with multiple staff is required.
Clearance: Ability to obtain and hold a security certificate or public trust security clearance.
Evaluation: Candidates will be evaluated against position qualifications, including education, experience, language, and knowledge/skills. A pre-employment language or skills test may be required.
