The Project Officer plays a crucial role in ensuring the high-quality implementation of Global Fund HIV interventions at both community and facility levels within Migori County. This role is responsible for coordinating day-to-day project activities, supervising community-level implementers, facilitating robust stakeholder engagement, and guaranteeing the timely documentation and reporting of project results, aligning strictly with approved workplans, targets, and donor requirements.
Duties and Responsibilities
Specifically, the Project Officer will work closely with the Project Coordinator, M&E Officer, Program Manager, and support services to perform the following tasks:
Project Implementation and Quality Assurance:
- Coordinate and support the implementation of community and facility-based HIV prevention, care, and treatment activities, specifically targeting priority populations such as fisherfolk and PMTCT clients.
- Support the delivery of comprehensive combination prevention interventions, including peer-led outreach, HIV Testing Services (HTS) linkage, Pre-Exposure Prophylaxis (PrEP) demand creation, eMTCT support groups, and community dialogues focused on HIV, Gender-Based Violence (GBV), stigma, and human rights.
- Ensure that all activities are implemented strictly according to approved workplans, technical guidelines, Global Fund standards, and local county health priorities.
- Monitor implementation progress, proactively identify challenges or bottlenecks, and propose viable, practical solutions to enhance service coverage, quality, and uptake of services.
Community Systems Strengthening and Supervision:
- Supervise, mentor, and provide support to peer educators, paralegals, and other community health actors to guarantee effective service delivery and accountability within the community.
- Support the identification, recruitment, engagement, and retention of project beneficiaries, including key populations like fisherfolk and pregnant/lactating women living with HIV.
- Actively promote an enabling, rights-based environment for people living with HIV, Adolescent Girls and Young Women (AGYW), and survivors of SGBV through respectful engagement strategies and established referral pathways.
Monitoring, Evaluation, Accountability, and Learning (MEAL):
- Maintain precise and current project documentation, including detailed activity reports, beneficiary registers, and indicator tracking tools.
- Collaborate closely with the M&E Officer to collect, validate, and submit required monthly and quarterly performance data.
- Support the documentation of best practices, success stories, lessons learned, and innovations to promote adaptive programming and facilitate knowledge sharing across the organization and partners.
- Participate actively in review meetings, supportive supervision visits, and learning forums designed to strengthen overall program performance.
Financial and Administrative Support:
- Ensure the implementation of activities complies fully with CMMB’s financial policies and Global Fund requirements.
- In partnership with the finance teams, support the timely processing and liquidation of activity-related payments, including stipends and reimbursements for community workers.
- Contribute to the development of annual, quarterly, and monthly activity budgets and meticulously track their utilization at the activity level.
Partnerships and Stakeholder Engagement:
- Support effective coordination efforts with County Health Departments, health facilities, community leaders, BMUs, and other implementing partners to foster ownership and ensure project sustainability.
- Organize and participate in stakeholder meetings, community review forums, and advocacy engagements aimed at addressing implementation hurdles and promoting alignment with county health priorities.
Qualifications and Experience
- Education: Bachelor’s degree in Public Health, Health Sciences, Social Sciences, Community Health, or a related field.
- Experience: Minimum of four (4) years’ experience implementing community-based health or HIV programs within a public health focused NGO.
- Technical Knowledge: Demonstrated experience in HIV prevention, care, and treatment interventions, including eMTCT and community-based service delivery.
- HIV Program Understanding: Strong understanding of the 95–95–95 HIV cascade and differentiated service delivery models.
- Community Expertise: Proven experience in community mobilization and working effectively with Community Health Strategy structures.
- Advantageous Experience: Experience implementing Global Fund supported HIV programs is a strong added advantage.
- Core Competencies: Strong interpersonal, coordination, and communication skills, with the ability to work effectively with multiple stakeholders.
- Reporting: Excellent report writing and documentation skills.
