Role Overview
Under the overall guidance and direct supervision of the UNEP Environmental Governance Sub-programme Coordinator and the head of the AEF Secretariat, the Project Management Assistant (Individual Contractor) will develop and manage the African Elephant Fund’s (AEF) project portfolio and ensure effective implementation of activities.
Key Responsibilities
Project Portfolio Development and Financial Coordination
- Prepare and process legal instruments, budgets, and implementation plans with partners and internal finance services.
- Develop legal instruments for project extensions and revise implementation plans.
- Coordinate budget funding, disbursements, financial reporting, and budget revisions in liaison with the Fund Management Officer.
- Coordinate calls for proposals and conduct pre-assessments as issued by the Steering Committee.
Project Implementation Oversight and Compliance
- Monitor project execution and review narrative and expenditure progress reports.
- Ensure timely completion and correct fund utilization according to budget allocations.
- Guide partners in risk management and procurement according to UNEP procedures.
- Facilitate technical and financial project closures.
Governance and Operational Coordination
- Support AEF Steering Committee meetings, including agenda preparation, document creation, and logistics.
- Prepare annual and periodic reports for the Committee, donors, and other stakeholders.
- Organize range State briefings, exhibitions, and side events, including venue arrangements, travel, and materials.
- Maintain the project database and ensure proper filing of all documentation.
- Assist in HR processes, including consultant recruitment and administrative documentation.
Requirements
- Education: High School Diploma or equivalent is required. Supplemental training in Project Management or a related area is required. A Bachelor’s degree in Administration, Project Management, Economics, International Relations, or Environmental Management is highly desirable.
- Experience: A minimum of three (3) years of relevant work experience in project planning, management, and analysis at the national or international level.
- Analytical Skills: Experience in reviewing project documents, workplans, and financial documents (budgets and expenditure reports).
- Sector Experience: Experience in environmental projects (monitoring and evaluation) is an advantage. Experience with multilateral/bilateral funding entities or national governments in Africa is desirable.
